Background of the assignment :

UNICEF is supporting the Ministry of Health (MoH) to undertake a study to estimate the costs of COVID-19 vaccine delivery in Botswana, determine funding flows of COVID-19 vaccine expenditures and to assess challenges and successes of COVID-19 vaccine delivery via a qualitative component. Delivery cost estimates are essential to inform planning and budgeting. Cost data will be presented according to the four different delivery modalities: (i) fixed points, (ii) outreach, (iii) drive-through, and (iv) schools. Considering the huge scope of work and the diversity of stakeholders to be engaged, additional human resources support is required in the form of a national consultant.

The Government of Botswana has estimated that approximately US$ 14.2 million, will be required in 2022 for vaccine procurement and delivery. However, it is not yet clear how these estimates compare with expenditures in 2021. Also, there is limited information about the main cost drivers. Given the foregoing, an assessment of the expenditures and opportunity costs during the first year of vaccine delivery will be useful for planning booster dose delivery and for cost-effectiveness evaluations of future vaccination strategies.

The study will contribute to the Botswana Reset Agenda and Vision 2036. The priorities of the Reset Agenda are to “focus on people, making people central as primary beneficiaries of the outcomes produced by the implementation of the priorities. Priority number one is to save Botswana’s population from COVID-19, through the implementation of life saving programs that include a successful and timely vaccination program. We save lives first, then improve livelihoods”.

Purpose of Activity/Assignment : Support data collection and analysis for the COVID-19 vaccination costing study, jointly conducted by the Ministry of Health & Wellness and UNICEF.

 

Scope of work :

UNICEF is seeking the services of a consultant based in Botswana to support data collection and analysis for a COVID-19 vaccination costing study, jointly conducted by the Ministry of Health (MoH) and UNICEF. The aim of the study is to estimate the costs of COVID-19 vaccine delivery in Botswana. Secondary objectives are to determine funding flows of COVID-19 vaccine expenditures and to assess challenges and successes of COVID-19 vaccine delivery via a qualitative component. The scope of work for the consultant includes:

1. Support data collection (June August 2022): Work with MoH and UNICEF study investigators to interview MoH officials, development partners and other stakeholders about COVID-19 vaccination. The consultant is also expected to schedule interviews with a list of Gaborone-based stakeholders to be provided by study investigators. Together with MoH investigators and using data collection tools to be provided, the consultant should obtain quantitative and qualitative information about resource use, expenditures, and unit costs. Also, together with MoH investigators, the consultant should conduct and document telephone interviews with 18 Health DHMTs and follow up with country stakeholders and information sources where required to clarify information provided or request missing information. The consultant should ensure that data collection progresses according to set timelines as well as flagging and troubleshooting problems with study investigators ;
2. Support data analysis (July-Aug 2022): The consultant should work with MoH and UNICEF study investigators to clean and analyse data and follow up with stakeholders to clarify information provided or request missing information ;
3. Support reporting and dissemination (September-October 2022): The consultant is expected to lead the organization of in-country dissemination events together with MoH, including ensuring all logistical arrangements, including but not limited to venue rental, refreshments, invitations, IT and presentation materials. Provide inputs to study report and other dissemination materials as requested ;
4. Participate in coordination meetings: During the study period, the consultant is required to attend scheduled weekly meetings with MoH and UNICEF study investigators to report on progress.

The consultant should be based in Gaborone and will be expected to be on-site at MoH and UNICEF during the data collection period. Visits to other Gaborone-based stakeholders during the data collection period may also be required. The consultant may be required to support field work outside Gaborone.

Administrative issues :

The selection and conditions of service of consultant will be governed by and subject to UNICEF’s Policies and General Terms and Conditions for individual consultants/contractors.

No contract may commence unless the contract is signed by both UNICEF and the consultant/contractor.

Consultant/Contractor will be required to complete mandatory online courses (e.g. Ethics, Prevention of Sexual Exploitation and Abuse and Security) upon receipt of offer and before the signature of contract.

Consultant/Contractor will be required to sign the Health Statement for consultants/contractors and to share an applicable proof of health insurance covering medical evacuation (if travel is involved) prior to taking up the assignment.

 

To qualify as an advocate for every child you will have…

Education : Advanced university degree (Masters) in public health, health economics, economics, finance, or related social science field.

Experience :

• Minimum of 5 years’ professional experience in qualitative and quantitative research, ideally in health or another social sector ;
• Proficiency in data collection, processing and analytics, including Microsoft Word and Excel ;
• Ability to deliver high-quality results and function effectively independently and within a partially remote team ;
• Excellent oral and communication skills ;
• Fluency in English and Setswana.
