The Government of Sierra Leone has received financing from the African Development toward the cost of Enhancing Tax Compliance in Sierra Leone and intends to apply part of the agreed amount for this grant to payments under the contract for the following positions :

  1. Electronic Fiscal Device (EFD) Advisor ;
  2. Domestic Tax Preparer Scheme (DTPS) Advisor

The services included under this project include the recruitment of ;

a) Electronic Fiscal Device (EFD) Advisor.

Specific Responsibilities :

The successful applicant will advise the NRA on the proper strategy to introduce EFDs into the economy, as well as help develop the roadmap for the roll-out phase to follow the pilot phase. He/she shall advise the project team on how to review all technical documents, as well as lead the project team in ensuring that the electronic fiscal devices are well designed, programmed and manufactured. The successful applicant shall also lead the User Acceptance Test, as well as be responsible for building knowledge and competences on electronic fiscal devices for all the project team members.

Minimum Education Qualification and Experience :

The applicant should possess a postgraduate degree in computer science or related field with minimum of 5 years professional experience in implementing cash registers, electronic fiscal devices, virtual fiscal devices or e-invoices, coupled with at least two (2) years’ experience at the strategic level. Must have a solid background in embedded system and be familiar with top ranking electronic fiscal device vendors and current main products on the market. The successful applicant will have to report to the Domestic Tax Commissioner and the duration for the assignment is 12 months and is subject to renewal.

b) Domestic Tax Preparer Scheme (DTPS) Advisor :

Specific Responsibilities :

The successful applicant will examine the extent of adequacy of the various provisions in the law with respect to SME compliance, enforcement and other legal requirements contained in the various tax laws for effective implementation of the scheme. He/she shall develop simple return forms for SMEs for both filing and payment of related taxes as applicable to SMEs. The successful applicant will also develop training, educational materials for preparers and SME taxpayers, develop performance evaluation scheme and guide for preparers which will be the basis of assessing the work of the preparers, ethical codes for preparers in order to avoid conflict of interest in the discharge of their duties including penalties for defaulters as the case may be.

Minimum Education Qualification and Experience :

Required qualification is ACCA or at least a Master Degree or its equivalent in the fields of Accounting, Finance, Economics and Commerce, Business or Law from a recognised university. Any academic background in Tax auditing or accounting will be considered an advantage.

Required experience is a minimum of ten (10) years post qualification working experience in taxation, tax related auditing or accounting in a reputable organisation/auditing and accounting firm; ii) proven evidence in constructing curriculum for and delivering training on accounting and auditing with regards to tax issues; iii) proven experience in holding examinations of candidates on the basis of the training delivered’ (iv) sound knowledge of taxation of SMEs in other West African tax jurisdiction. The successful applicant will have to report to the Assistant Commissioner, SMTO and the duration of the assignment is 12 months and is subject to renewal.

The National Revenue Authority (NRA) through the Project Fiduciary Management Unit now invites eligible individual consultants to indicate their interest in providing these services. Individual Consultants should indicate their interest in providing these services and should provide a comprehensive CV clearly indicating their qualifications, demonstration of appropriate skills and experience in similar assignments in line with the qualification and experience requirements indicated for the positions above.
