REQUEST FOR EXPRESSIONS OF INTEREST
INDIVIDUAL CONSULTANTS PROCUREMENT OFFICER (RDGN)
Dear Sir/Madam
- The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : One (1) Consultant as a Procurement Officer for the North Africa Regional Development, Integration and Business Delivery Office (RDGN) ;
- The services to be provided under the assignment :
- Assist in the development of Purchase Strategies for procurement of commodities, works and services for the RDGN wide and assigned Country Offices ;
- Prepare and assist in Planning, of activities for the procurement of works, goods and services for the RDGN ;
- Assist Country Offices with the development of statement of works, terms of references specifications, scope of work, proper descriptions and completeness of information and work with End User to ensure optimal time resource use on procurement ;
- Prepare and compile bidding documents for thresholds designated, float tenders and ensure smooth bid process in compliance with the Bank’s procedure ;
- Edit and vet bidding documents to ensure adherence, compliance and application of the Bank’s rules on the Bank’s principles of procurement and contract management ;
- Ensure organization of bid opening committees, bid opening and bid evaluation in accordance with the Bank’s procurement rules ;
- Compile bid evaluation report and ensure approvals as per the Delegation of Authority Matrix ;
- Implement, monitor and assist on implementation of procurement according to procurement plan, manage and conduct all aspects of tender evaluations, bids, pre-and post-bid meetings and debriefing.
- The RDGN invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.;) ;
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
- The assignment will be for a period of 6 months and the estimated starting date will be Monday 16, December 2019 ;
- Interested Individual Consultants may obtain further information at the email address below during the Bank’s working hours : from 09 : 00 to 17 :00 hours ;
- Expressions of interest must be received by email at the address above no later than Monday 25 November 2019, at 12:00 local Tunis time and specifically mentioning Individual Consultant Procurement Officer (RDGN).

- ESTABLISHMENT OF THE SHORT LIST :
A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
