REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES)

NIGERIA TRANSMISSION EXPANSION PROJECT (NTEP-1)

The Federal Republic of Nigeria has applied for financing from the African Development Bank (ADB) towards the cost of the Nigeria Transmission Expansion Project-1, and intends to apply part of the credit under the project for the Consultancy Services for Engineering design review and Supervision of 330kV double circuit Quad conductor transmission lines and 330/132/33kV substation contracts, as listed below:

Transmission lines :

  1. Lot 1: Construction of new 330kV Mando (Kaduna) – Rimin Zakara (Kano) 205km double circuit QUAD conductor transmission line with Turn In-Out at New Zaria substation ;
  2. Lot 2: Reconstruction of existing 330kV Delta-Benin 107km single circuit Twin conductor transmission line to double circuit QUAD conductor, with additional 1 x 330kV line bay extension each at the existing Delta (Ughelli) and Benin (Main) substations ;
  3. Lot 3: Reconstruction of existing 330kV Alaoji-Ihiala-Onitsha 138km single circuit conductor transmission line to double circuit QUAD conductor, with additional 1 x 330kV line bay extension each at the existing Alaoji and Onitsha substations including Turn In-Out at Ihiala substation.

Substations :

LOT 1

  1. 2x150MVA, 330/132/33kV & 2x60MVA, 132/33kV complete Substation at New Zaria, with 4x330kV, 4x132kV line bays and 6x33kV feeder bays ;
  2. 2x60MVA, 132/33kV complete substation Turn in-out on the existing Kaduna-Zaria 132kV double circuit transmission line at Jaji, with 2x132kV line bays and 6x33kV feeder bays.

LOT 2

  1. 2x150MVA, 330/132kV & 2x60MVA, 132/33kV complete substation on the existing Kaduna – Jos single circuit transmission line at Millennium city Kaduna, with 2x330kV, 4x132kV line bays and 6x33kV feeder bays ;
  2. 2x60MVA, 132/33kV complete substation including 4 x 132kV line bays and 6 x 33kV feeder bays at Rigasa.

The services included under this project are :

  1. Review and approve the Contractor’s detailed design documents for compliance with the technical specifications of the contract document ;
  2. Provide Project Management services including appropriate project documentation and filling systems as well as project implementation procedures ;
  3. Assist in Contract Administration and carryout Construction supervision during project execution ;
  4. Participate in Factory Audit, Inspections and Acceptance Tests as part of the Quality Assurance Process for the projects ;
  5. Provide training for Client’s staff on network planning & design, project management, E & S and supervision of construction works.
  6. Monitor the implementation of the environmental and social impact mitigation as depicted in the project’s Environmental and Social Impact Assessment (ESIA) and Environmental and Social Management Plan (ESMP) ;
  7. Supervise and approve installations, site tests and commissioning of equipment and also facilitate the smooth takeover of the projects and ensure that the appropriate warranties for Construction, maintenance and operation are in place ;
  8. Approve the complete set of “As-Built” drawings and documentations prepared by the EPC contractors, and hand over to the client ;
  9. Prepare and submit Project Completion Report in accordance with the African Development.

Bank’s requirements :

The Transmission Company of Nigeria (TCN) invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, Company profile, financial status, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group funded operations, dated October 14th, 2015.
