REQUEST FOR EXPRESSION OF INTEREST

INDIVIDUAL CONSULTANT: TECHNICAL ASSISTANCE SUPPORT (PINS1)

NON-SOVEREIGN OPERATIONS AND PRIVATE SECTOR SUPPORT DEPARTMENT (PINS)

 

Dear Sir/Madam

  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: “Individual Consultant: Technical Assistance Support”.
  2. The services to be provided under the assignment are described below. The consultant will assist the Technical Assistance (TA) Team by providing their expertise in providing support to the Bank in origination of TA projects in Transition States, in providing advice on Private Sector Development, in TA transaction processing, in the management of the Technical Assistance Platform, results monitoring, and training of users of the platform; and in TA knowledge management.

 

The Consultants will be required to deliver the following outcomes and outputs:

(i) Origination of 1 TA project during the period of the assignment;

(ii) Written Contribution on PSD to 1 Country Strategy Paper;

(iii) Peer review of Preliminary Evaluation Notes (PENs) and Project Appraisal Reports (PARs) developed by Non-Sovereign Operations (NSO) sector departments;

(iv) A functional and updated TA platform;

(ii) Annual and thematic TA report;

(v) Support to staff training;

(vi) 1 knowledge paper on TA.

  1. The NSO and Private Sector Support Department invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc…).
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  1. The assignment will be for a period of 6 months and the estimated starting date will be October 15, 2018.

  2. Expressions of interest must be received by email at the address below no later than Monday 24 September 2018, at 17h00 local time in Abidjan, specifically mentioning “Individual Consultant: Technical Assistance Support”.

ESTABLISHMENT OF THE SHORT LIST

  1. A shortlist of three to six individual consultants will be established at the end the request for expression of interest. To determine the shortlist, consultants’ resumes will be evaluated based on the following criteria:
