REQUEST FOR EXPRESSIONS OF INTEREST
CONSULTING FIRM TO CONDUCT END OF TERM ASSESSMENT OF THE REVISED AFRICAN WATER FACILITY 2017-2025 STRATEGY
- The African Water Facility (AWF) hereby invites Consulting Firms to indicate their interest in the following Assignment: to conduct end of term assessment of the Revised African Water Facility 2017-2025 Strategy.
- The services to be provided under the Assignment include conducting a comprehensive end of term assessment of the strategy covering the period 2017 to date. The assessment will objectively review the performance of the Facility focusing on relevance, efficiency, effectiveness, sustainability, and impact as well as lessons learned considering the prevailing conditions, such as the socioeconomic impacts of COVID 19 and its implications on AWF work. Specific objectives include:
- Appraising the overall strategy in terms of design, scope, and its implementation under the current internal and external circumstances.
- Reviewing and documenting results achieved to date based on the strategy goals and interventions areas based on the Strategy’s Results Based Framework. Specific case studies should be undertaken to showcase and validate the results.
- Assess the available resources (human and finance) and their adequacy in line with resource requirements by the strategy vis a vis the achievement of objectives.
- Examine the extent to which the changes to AWF operational structures, systems and processes as identified by the strategy were implemented and operationalized (efficiency and effectiveness).
- Assess the operational and management risks of strategy implementation and their associated mitigation measures.
- Identify internal and external factors (i.e. enablers and barriers) that affect the implementation and results of the strategy.
- Assess the positioning of the strategy and its influence in achieving the objectives of AMCOW policies and strategies and related water policies in Africa and beyond (SDGs, AU, AFDB etc.)
- Identify the opportunities for corrective and preventive actions and improvements that could be relevant and impactful towards existing operations and designing the new strategy.
- Draw practical lessons, good practices and formulate reliable recommendations based on evidence aimed at value add, high performance and sustainability to inform subsequent implementation of the strategy, and formulation of the new AWF strategy.
- The Terms of Reference for the Assignment are specified in Appendix I to this Invitation. You may comment on the TORs of the assignment.
- The AWF invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.).
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the African Development Bank’s Procurement Policy and Procedure for Corporate Consultants Recruitment. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Facility to include it in the shortlist.
- Interested firms may obtain further information at the address below during office hours from 8:00 to 12:00 a.m. and 2:00 to 5:00 p.m. local time in Cote D’Ivoire.
