REQUESTS FOR EXPRESSION OF INTEREST

CONSULTING FIRM TO CONDUCT THE DEVELOPMENT AND ANALYSIS OF A BASKET OF COMMODITIES AND ASSOCIATED HEDGING STRATEGIES

  1. The Energy Financial Solutions, Policy and Regulations department (PESR) of the African Development Bank hereby invites Consulting Firms (“Firms”) to indicate their interest in the following Assignment: Consulting Firm to Conduct the Development and Analysis of a Basket of Commodities and Associated Hedging Strategies.
  2. The services to be provided under the Assignment are described below. The Firms will work under the leadership and guidance of the Director, PESR. The activities include (i) construction, from a selection of commodities and countries, of several baskets (number of commodities and individual weight) to achieve different objectives (“the Commodity Baskets”), (ii) analysis of the historical performance of the Commodity Baskets against major international currencies, (iii) hedging strategies to minimize volatility of the Commodity Baskets against major international currencies, (iv) analysis of the historical performance of the currencies of the selected African countries against major international currencies; (v) develop a range of downside/upside scenarios to test macroeconomic and market influences on the Commodity Baskets; (vi) advise on the optimal Commodity Basket; (vii) design an optimal strategy to monetize the Commodity Baskets (e.g. sales, borrowing against the basket, use of hedges) maximizing proceeds and minimizing risks, costs and volatility and (viii) analyze structuring options to raise long term financing using the Commodity Baskets for settlements and liquidity management (through a settlement agent).
  1. 3. Interested Firms shall provide information demonstrating their ability to provide the services, as well as a proposed work program with timeline, their understanding of the assignment and the proposed method to approach the assignment (documentation, references for similar services, experience in comparable assignments, etc.).
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the African Development Bank’s “Rules and Procedure for the Use of Consultants” May 2008 Edition revised October 2015, which is available on the Bank’s website. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.
  3. The work assignment, under these terms of reference, will involve consultancy services for a period of two (2) months and may be extended based on the performance of the retained Consulting Firm, availability of budgetary resources and as may be determined by the Bank. The successful Consulting Firm will be expected to start in late-March 2024 upon completion of the selection process and signature of the contract.

  5. Expressions of interest must be received at the email addresses below no later than 18th March 2024 at 1700hrs Central African Time and specifically mentioning Consulting Firm to Conduct the Development and Analysis of a Basket of Commodities and Associated Hedging Strategies.

  1. A shortlist of three to five Firms will be established at the end of the request for expressions of interest. The Firms will be assessed on the basis of the following criteria1:
a.Level of Firm’s experience, reputation and depth of knowledge in previous similar assignments20%
