GENERAL PROCUREMENT NOTICE
- The Intergovernmental Authority on Development (IGAD) has received a grant from the African Development Bank/African Development Fund/ to assist in financing the regional component of the Program to Build Resilience for Food and Nutrition Security in the Horn of Africa ;
- The principal objectives of this project are to :
The objective of the Program to Build Resilience for Food and Nutrition Security in the Horn of Africa (HoA) is to build resilience for food and nutrition security whilst contributing to improving living conditions – particularly for women and youth, increasing resilience to climate change.
The following procurement will be undertaken in accordance with the Recipient’s Procurement System using the relevant Recipient’s Procurement Manual and the methods prescribed in the Procurement Plan :
- Each contract for Goods with an estimated value of Fifty Thousand Units of Account (UA50,000) or less required for the Programme; and
- (Each contract for Non-Consulting Services required for Programme.
- The project includes the following components :
The Regional Component will comprise four (4) components, namely: (i) strengthening the resilience of agro-pastoral production systems to Climate Change; (ii) Supporting Agribusiness Development for Youth and Women; (iii) Strengthening the Adaptive Capacity to Climate Change; and (iv) Program Coordination and Management. Details of project components by the outcomes, outputs and activities are provided below:
COMPONENT 1: STRENGTHENING THE RESILIENCE OF AGRO-PASTORAL PRODUCTION SYSTEMS TO CLIMATE CHANGE
OUTCOME 1: INCREASED RESILIENCE OF AGRO-PASTORAL PRODUCTION SYSTEM
Output 1.1: Sustainable Management of Agro-pastoral Lands Promoted Activity 1.1.1 Land loss study and land restoration pilots for 3 clusters
- Activity 1.1.2 Assessment of land tenure patterns & corridors in the IGAD Clusters and design of tools & production of land conflict catalog ;
- Activity 1.1.3: Operationalise IGAD regional rangeland management strategic framework by the project countries ;
- Activity 1.1.4 Operationalisation of cross-border MOU signed by Ministers to enhance TADs and Zoonosis Control in cross-border areas ;
- Activity 1.1.5 Enhanced competitiveness of livestock value chains in the IGAD Region through compliance with the SPS agreement and market research under AfCFTA.
Output 1.2: Climate-smart innovations and technologies promoted and harmonised across the Horn of Africa
- Activity 1.2.1 Develop and Disseminate a Regional Climate-smart Technology Activity 1.2.2 Develop a Regional Training of Trainers (TOT) Program ;
- Activity 1.2.3 Develop Regional Integrated Management Strategies for Fall Armyworm (FAW) and Locusts ;
- Activity 1.2.4 Develop Regional Integrated Pest Management Guides ;
- Activity 1.2.5 Identify seed production challenges and enhance the capacity of a regional network of private sector partners involved in producing and delivering quality seed in the Horn of Africa.
COMPONENT 2: STRENGTHENING AGRIBUSINESS AND TRADE DEVELOPMENT
OUTCOME 2: INCREASED INCOME FROM AGRO-PASTORAL VALUE CHAINS
Output 2.1: Access to digital advisory services provided
Activity 2.1.1 Establishment of a Regional innovation hub/data centre
COMPONENT 3: STRENGTHENING THE ADAPTIVE CAPACITY OF AGRO-PASTORAL COMMUNITIES TO CLIMATE CHANGE
OUTCOME 3: CAPACITY OF POPULATIONS TO MANAGE AND ADAPT TO CLIMATE CHANGE RISKS IMPROVED
Output 3.1: Regional Climate Services Enhanced
- Activity 3.1.1 Climate data processing for enhanced provision of HYDROMET Services Activity 3.1.2 Development of appropriate HYDROMET data and model applications, products, and services ;
- Activity 3.1.3. Climate and weather user and stakeholder interaction.
Output 3.2: Climate risk finance and insurance mainstreamed :
- Activity 3.2.1 Design quality index for livestock insurance at the regional level (Fine-tuning the IBLI index) ;
- Activity 3.2.2 Conduct and validate regional study to further understand the perspective of pastoralists and agro-pastoralists about IBLI ;
- Activity 3.2.3 Produce, package, and awareness materials on IBLI and disseminate ;
- Activity 3.2.4 Conduct a regional study to explore payment options by livestock owners by linking to other services to enhance the uptake for livestock insurers ;
- Activity 3.2.5. Facilitate regional forums for stakeholders to review studies and share IBLI progress, lessons, and challenges ;
- Activity 3.2.6. Strengthening the institutional capacity of ICPAC to serve as a regional calculating agent for IBLI ;
- Activity 3.2.7. Technical assistance for the strengthening and the establishment of digital services for parametric/index insurance for climate risks.
Output 3.3 Operational capacity of regional resilience programme strengthened
- Gender Action Plan ;
- Improved Resilience Programming and Coordination ;
- Analytical capacity of IGAD and Member States institutions in food security analysis and resilience measurement and analysis.
COMPONENT 4 : PROGRAMME COORDINATION :
- Task 1: Establish Regional Program Coordination Unit ;
- Task 2: Support IGAD Supervision Missions ;
- Task 3: Support Meetings of Regional Programme Coordination Unit/Committee.
- Procurement of goods and/or works will be in accordance with the Bank’s Rules of Procedure for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank’s Rules of Procedure for the Use of Consultants. Bidding documents are expected to be available in July 2022 ;
