Environmental and Social Safeguards Officer

Reference: 04/APIEX/ZEPA/22

The Government of Mozambique (GoM), represented by the Ministry of Industry and Commerce (MIC), has applied for financing from the African Development Bank (AfDB), towards the cost of the Special Zone Project for Agro industrial Processing (SAPZ) of the Pemba-Lichinga Integrated Development Corridor, Phase 1, and intends to apply part of the agreed amount for this grant to payments under the contract with an Environmental and Social Safeguards Officer.

The E&S Safeguards Specialist will be a part of Project Implementation Unit (PIU) team and shall be responsible for the provision of technical assistance to the PIU and Implementing Partners (IPs) in ensuring the compliance and implementation of Safeguards strategies and adherence to the general procedures and guidelines of the African Development Bank (AfDB). The Specialist shall provide overall management, oversight and monitoring of implementation of all environmental measures as described in the Project’s various safeguards documents and ensure timely delivery of E&S expected outcomes in the whole Project operations. The tasks will include but not limited to :

  1. Provide conceptual and operational technical guidance to PIU on the required E&S safeguards for the Project ;
  2. Lead in the development, review and implementation of E&S instruments, checklists and guidelines relevant for the implementation of E&S safeguards in the Project ;
  3. Lead and monitor the implementation of the Safeguards strategy of the project.

The Investment and Export Promotion Agency (APIEX), the Implementing Agency, now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information, demonstrating that they are qualified to perform the services, in the form of an application letter, CV and Copies of diplomas or certificates of academic qualifications.

The Environmental and Social Safeguards Officer should possess the following qualifications :

  • Master’s Degree in Environmental Science/Management, Social Sciences, Agriculture and related disciplines; At least 5 years relevant experience in community development work, environmental and social impact assessments, agriculture and agro-business, participatory methodologies and related fields ;
  • Prior and proven experience successfully implementing African Development Bank or multilateral donor agencies will be an added advantage ;
  • Practical experience in developing and implementing E&S instruments and safeguards in projects, including ESIA, ESMP and RAP ;
  • Experience in designing and facilitating capacity building interventions, and those on environmental and social safeguards will be an added advantage ;
  • Knowledge of Mozambique’s legal, policy and institutional framework related to environmental and social safeguards ;
  • Excellent communication skills and creative thinking personality ;
  • Working knowledge of Portuguese and English is a requirement; and
  • Excellent computer skills.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework for Bank Group Funded Operations dated 2015, which is available on the Bank’s website http://www.afdb.org.
