This Request for Expression of Interest follows the General Procurement Notice for this Project that appeared on the African Development Bank’s Internet Website (www.afdb.org) on 4 February 2022.

The Government of the Republic of Zambia has secured funds from the CIF to implement the Expanded Response to Climate Resilience in Development (ERCRiD) and intends to apply part of the agreed amount from this grant towards payments under the contract to recruit an Individual Consultant to undertake a beneficiary impact assessment and a review of lessons learnt for the SCRiKA and SCReBS Projects.

The main purpose of this assignment is to undertake an evidence based review of the beneficiary level, community and institutional impact and lessons learnt for the SCRiKA and SCReBS Projects. The individual consultant will be expected to carry out and deliver on the following tasks :

  1. Study and take into account all existing relevant reports and project documents to have a full understanding of the projects; Compare baseline and final outputs and outcome indicators at the end of the project ;
  1. Conduct interviews with key project staff and relevant Government Ministries such as Green Economy and Environment, Finance and National Planning and also interview key stakeholders at national and district levels, the African Development Bank, the World Bank, implementing partners such as Disaster Management and Mitigation Unit (DMMU)/Zambia Meteorological Department (ZMD)/ Department of Public Infrastructure – Ministry of Infrastructure, Housing and Urban Development, Department of Maritime – Ministry of Transport and Logistics, Local Authorities, Climate Risk Adaptation Facilitators (CRAFs), etc., and beneficiaries of both projects, to record their views on results of the projects and lessons ;
  1. Interview selected individual beneficiaries, case studies and district staff to ascertain people level and community impact of the two projects ;
  1. Document good practices and lessons learnt, and identify what worked well, what did not work well, what was missing and provide recommendations for future improvements ;
  1. At the end of this study, the consultant is required to produce a report providing all information necessary to substantiate major conclusions and recommendations on the design of future programmes.

The assignment is for eight (8) weeks following the signing of contract.

The consultant must possess the following Qualification/Experience/Skills :

  • Masters or higher in one or more of following: Agricultural Economics, Development Economics, Regional Planning, Environmental Studies, Natural Resource Management, Climate Change studies, or related disciplines ;
  • A minimum of 10 years’ experience conducting impact review and evaluation studies as lead or deputy lead in the team, and documenting lessons learnt ;
  • Demonstrated experience in the field of and issues around climate change ;
  • Experience collecting data using qualitative and quantitative methods ;
  • Experience conducting medium to large scale reviews and surveys in rural areas ;
  • Excellent written English.

Eligibility and selection procedure shall be Individual Consultant Selection (ICS) in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations dated October 2015, ” which is available on the Bank’s website at http://www.afdb.org. The selection of Individual Consultant shall be based on (i) Consultant’s experience relevant to the Assignment (ii) Competency/Qualification of the Consultant relevant to the Assignment.

The Ministry of Green Economy and Environment now invites eligible individual (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit their application letter and detailed CV with information demonstrating that they have the required qualifications and relevant experience to perform the Services.
