PROJECT COORDINATOR

- The Government of Mozambique (GoM), represented by the Ministry of Industry and Commerce (MIC), through its implementing agency – the Investment and Export Promotion Agency (APIEX), with the support of the African Development Bank, is in the process of implementing the Special Zone Project for Agro industrial Processing (ZEPA) of the Pemba Lichinga Integrated Development Corridor, phase 1. The Project aims to improve agricultural productivity and agribusiness development, with a focus on the value chains of soy, sesame, macadamia, potato, wheat, beans, corn, cotton and chickens. Therefore, APIEX intends to apply part of the funding for the hiring of a Project Coordinator based in Maputo ;
- The primary objective/scope of work of the post will be responsibility for leading and coordinating activities and financial resources as well as managing all fiduciary, administrative and technical aspects of the Project. The Project Coordinator will be responsible for ensuring the follow-up of the activities carried out by the central and provincial team and the identification of key strategic issues and interventions for a better integration and development of the private sector in the Project. The Project Coordinator will also act as the policy and economics officer, responsible for the implementation of all activities of component 1 of the Project.
- In this context, APIEX invites interested Individual Consultants to submit their Expressions of Interest for this position. The Consultant will be responsible, among others, for :
- Leading and coordinating the Project implementation process at all levels (central, provincial and district), and coordinating with service providers promoting the achievement of the Project’s objectives and goals ;
- Compliance with the coordination and administrative processes, information flows and cooperation rules set out in the Project’s Implementation Manual (PIM), and updating the PIM if necessary, in coordination with other implementing agencies ;
- Liaising with the structures of the sectors involved in the Project throughout the execution and evaluation process of the Project’s interventions, with particular emphasis on the fiduciary agencies established in the sectors involved in the Project and consolidate the information to be reported to competent bodies ;
- Coordinating the implementation of the Project with provincial and district authorities; and
- Coordinating and supervising the direct reporting team (at central and provincial level), ensuring the fulfillment of the duties and responsibilities contained in the Terms of Reference for each function, the regular progress of activities and the fulfillment of the established objectives.
- The criteria for evaluating Expressions of Interest are :
- A Bachelor’s degree in fields related to agriculture, industry, development studies. A Master’s degree in each of these fields will be a plus ;
- A combination of a Bachelor’s degree and 10 years minimum experience in fields related to agriculture, industry, development studies may be considered in lieu of a Master’s degree ;
- At least 15 years of combined work experience between the public sector and international organizations and with full knowledge of the technical aspects of the country’s development strategies and programs, especially in the areas of agriculture and industry ;
- Over 10 years of management experience on large scale projects, including the ability to provide strategic guidance, technical oversight, build strong teams, mentor employees, develop work plans and manage project budgets and expenses ;
- Good interpersonal skills with experience in networking with partners at all levels (ministry, donors, private sector, NGOs and local community organizations) ;
- Solid knowledge of contemporary issues related to private sector development, institutional capacity building, value chains, business environment and governance in Mozambique ;
- Knowledge of theoretical and practical aspects of project management, including project management techniques and tools ;
- Experience in managing projects of similar complexity and nature, including demonstrated ability to actively explore new and innovative implementation and funding mechanisms to achieve the Project objectives ;
- Creative, energetic, pragmatic approach to problem solving and an appreciation of the respective roles of the public and private sectors and civil society in relation to development activities ;
- Relevant professional background in team management, facilitation and consensus building ;
- Good analytical and problem-solving skills and related adaptive management capability with quick action on completion and recommendations from the Project’s regular monitoring and self-assessment activities, as well as periodic external evaluations ;
- Good communication skills and competence in managing the Project’s external relations at all levels ;
- Fluency in Portuguese and English.
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework for Bank Group Funded Operations dated 2015, which is available on the Bank’s website http://www.afdb.org ;
