Objective :

The objective of the consultant’s work is to provide technical support to MoETE and strengthen its capacity to prepare a credible education sector plan by effectively coordinating policy dialogue between key education stakeholders (including LEG members) and shepherding the process of discussion and development of a feasible plan of actions, which addresses key issues to improve equity and quality of education from pre-primary to secondary education, while addressing the impacts of COVID-19 on education. The process will build on the technical support provided by UNICEF to build the capacity of MoETE on sector analysis and strategic planning.

The Consultant will support coordination of MOETE staff and other government actors, coordination of development partners, and policy dialogue leading to meet fundraising goals. The consultant will also coordinate the preparation of the GPE Parnership Compact, the process of ESP appraisal, and will prepare the submission for the GPE ESPIG grant.

The consultant will be seconded to MoETE, therefore, a key goal of the consultancy will be to ensure that MoETE develops a high level of ownership of the process and effectively communicates the main objectives and actions of the plan to other government actors, donors, civil society, UN and general public.

Methodology :

Nature of the secondment : The consultant will be seconded to MoETE, reporting to the Deputy Minister assigned as focal point for GPE/ESP, and liaising with UNICEF – the coordinating agency and LEG Co-Chair- and reporting to the Chief of Education on the UNICEF side.  The consultant will be assigned a desk at MoETE to facilitate her coordination role and to be able to effectively support the Deputy Minister. The consultant will support inter-ministerial coordination and cross-sectoral work as needed, in order to developing robust actions/plans in the context of ESP development. The consultant will also facilitate and support to quality assure the work of Cambridge Education, the team currently conducting the ESA and contracted to produce the ESP.

The consultant will coordinate the different education stakeholders on behalf of MoETE to ensure that the new ESP is :

• Guided by the overall vision of the Egyptian education reform (Education 2.0)  ;
• Strategic for achieving rolling out the reform with equity and sustainability  ;
• Focused on equity and acceleration of SDG4: 12 years of inclusive and quality education ;
• Evidence-based ;
• Achievable (based on an analysis of the current trends and thoughtful hypotheses for overcoming financial, technical, and political constraints to effective implementation) ;
• Sensitive to the context (addressing the opportunities and challenges specific to Egypt).

The consultant will support the above-mentioned tasks with part-time dedication (40%).

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE :

 The consultant will deliver the following outputs within the timeline indicated.

 Duty Station : The work modality will be in-person work in MoETE (Cairo), with limited travel to targeted governorates, as per needed.  Work at UNICEF offices in Cairo will be facilitated regularly and whenever needed to support the coordination role of the consultant.

To qualify as an advocate for every child you will have…

• Advanced degree (PhD or equivalent) in education, public administration, public policy, project management or other relevant field ;
• At least 20 years of professional work experience in development or government field with specific focus on Education and/or working with international organizations ;
• At least three years of international work experience in education/development ;
• Fluency in English and Arabic is a requirement ;
• Experience in development of education sector plans and GPE processes ;
• Experience in government as policy advisor or coordination of development partners.

CONDITIONS OF WORK :

The consultancy does not require any office arrangement since the contracted consultant will be mainly working remotely from the Ministry of Education and Technical Education (MOETE) premises.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
