RECRUITMENT OF A CONSULTANT FIRM-
- Introduction :
The African Development Bank hereby invites Consulting Firms to indicate their interest in the following Assignment : Support for the Preparation of Funding Proposal of the Desert-to-Power G5 Sahel Facility.
The African Development Bank (AfDB), as the premier multilateral development finance institution in Africa is scaling up the implementation of the Ten-Year Strategy (TYS 2013-2022) with the High 5s (1. Light up and Power Africa, 2. Integrate Africa, 3. Industrialize Africa, 4. Feed Africa and 5. Improve the quality of life for Africans). The operationalization of the High 5s include mainstreaming low carbon and climate resilient measures in the relevant policies, programs, projects and operational activities as per the Bank’s Second Climate Change Action Plan (CCAP).
As an Accredited Entity of the Green Climate Fund (GCF), the AfDB is supporting its Regional Member Countries (RMCs) to mobilize GCF resources at scale towards the implementation of their NDCs.
The Desert-to-Power G5 Sahel Facility provides a regional approach to achieving universal electricity access for the G5 Sahel countries (Burkina Faso, Chad, Mali, Mauritania and Niger). The Facility will deploy financing for low emissions power projects for both on-grid and off-grid solar projects to the benefit of over 30 million people.
- Rationale and Objective :
The overall objective of the Desert-to-Power (DtP) Initiative is to accelerate regional-scale development of solar generation, transmission and decentralized energy projects across the Sahel region. Specifically, the DtP objective aims to add 10 000 MW of new solar-generation capacity and facilitate universal access to electricity by 2030 in the G5 Sahel countries. The Initiative enjoys the highest level of political will and commitment following the endorsement of all five Heads of State of the G5 Sahel countries in September 2019 during the G5 Sahel Summit held in Ouagadougou, Burkina Faso.
The DtP Initiative is based on a programmatic approach across five priority-action areas, notably (i) Expand utility-scale solar generation capacity; (ii) Strengthen national grids and expand regional networks; (iii) Deploy decentralized solutions; (iv) Improve utilities’ efficiency and (v) Strengthen the enabling environment for increased private sector investments. Capacity building is a crosscutting component in all DtP interventions as the lack of skilled workers and weak institutional capacity are obstacles for countries in the region.
It is in pursuit of the AfDB’s commitment to scale up climate finance in Africa that it is seeking a consulting firm to support the design, preparation of GCF funding proposal and implementation of the G5 Sahel Facility.
- Tasks and Deliverables :
The services to be provided under the Assignment include :
Write GCF Funding Proposal and related G5 Sahel Facility structure and capacity development
Prepare and submit AfDB’s Funding Proposal (full application) for mid-2021 GCF Board which includes :
- Overall drafting, revising and finalizing the FP ;
- Deep dive market assessment & project pipeline characterization, based on market research as conducted to date ;
- Required attachments such as financial model, ESS, gender assessment and action plan ;
- Summary of risk factors & mitigation measures for the G5 Sahel Facility launch and success ;
- Document the existing (and expand as required) the G5 Sahel stakeholder engagement process ;
- Development of a project timetable covering first years of G5 Sahel Facility operations.
Define and provide documentation on G5 Sahel Facility policies for :
- G5 Sahel Monitoring Reporting and Verification (MRV) ;
- G5 Sahel environment & social risk management procedures ;
- G5 Sahel Gender Action Plan.
Calculate and provide targeted summary reports on project impact metrics for GCF Funding Proposal :
- Climate Impact ;
- Gender Impact ;
- Job creation potential ;
- Beneficiaries relative to total population ;
- Contribution to SDGs.
Engage additional capitalization partners.
Deliverables :
- Completed GCF Funding Proposal with required attachments ;
- GCF Funding Proposal revisions through GCF committee processes ;
- Gender Action Plan ;
- Impact Metrics report (climate, jobs, gender, beneficiaries, SDGs) ;
- G5 Sahel Facility Operations Manual ;
- G5 Sahel Facility Monitoring Reporting and Verification (MRV) procedures ;
- G5 Sahel Facility enviro & social risk management procedures.
Timeline :
The deliverables will be subject to revision and refinement as needed for the GCF internal committee review process leading up to the GCF 29th Board Meeting planned to occur around June 2021
The Renewable Energy and Energy Efficiency Department invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.).
The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the AfDB’s Rules and Procedure for the Use of Consultants under projects financed by the AfDB, May 2008 Edition, revised on July 2012 available on the AfDB Website at http://www.afdb.org. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.
The estimated duration of services is 6-7 months and the estimated starting date is beginning of December, 2020.
