Recruitment of an Individual Consultant to Conduct a Mapping of the Private Higher Education Sector in Africa to assess the level of investment and techicnal assistance readiness for non-sovereign operations

 

 

  1. The African Development Bank, through its Human Capital Strategy, seeks to harness the potential of 1 billion Africans by building skills and promoting technologies to provide better jobs, ensure equal opportunities and increase workforce competitiveness. A fundamental aspect of these skills building lies in quality higher education ;
  2. Despite this surge of enrolment in private higher education (PHE) and private Techncial and Vocational Education and Training (Pri-VET), there is a general lack of consistent and reliable information on the landscape of in Africa, the existing investment models/opportunities and the gaps (especially financial) that are hindering its growth ;
  3. The African Development Bank study is seeking the services of an individual consultant to map the private education landscape (specifically PHE and Pri-VET) in Africa and to understand the size of the market. The study will also help the Bank understand emerging and existing models of financing these type of institutions (financing is not limited to the delivery of training, but also includes infrastructure financing, technology, governance and academic operations etc) ;
  4. Ultimately, this study aims to inform the development of a business development strategy across the continent and stimulate a robust pipeline of investment opportunities in the sector ;
  1. The key deliverables under this assignment will include : 
  • An inception report in which the consultant will show comprehension of the assignment and propose a study approach ;
  • A comprehensive study- two part -report detailing: i) finalise the approach and methodology of the study; ii) the data collection and analysis; iii) the description of the current status of PHE and Pri-VET; iv) the overall mapping including main players and stakeholders, drivers, financing and technical assistance models and gaps, and investments/technical assistance challenges and opportunities; v) case studies to provide context and demonstrate best practices, and vi) a business case proposal (including list of potential financing opportunities) for Bank NSO financing ;
  • An action plan for the private sector business development strategy including a developed concept, proposed activities and potential stakeholders (policymakers, investors, academics, funders, etc…).
  1. The Human Capital and Skills Development Department (AHHD) invites individual consultants(with minimum 10 years experience) to indicate their interest in providing the above-described services. Interested eligible consultants shall provide information on their qualifications and experience demonstrating their ability to provide the services (comprehensive CV, documents (reference to similar services, experience in similar assignments, etc)) ;
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include it in the shortlist ;
  3. The duration of services is 6 months and the estimated starting date is August 31st , 2020 ;
  4. Interested individual consultants may obtain further information at the address below during the Bank’s working hours (Monday to Friday 9:00 am to 5:00 pm GMT) ;
  5. Remuneration: The remuneration will be an all-inclusive monthly fee to be negotiated upon contract signature, and in compliance with the Bank’s stablished remuneration scale considering requisite qualifications and experience ;
  6. Expressions of interest must be received at the address below no later than August 31st, 2020 at 11:59 PM GMT and specifically mentioning “Expression of Interest for the Mapping of the Private Higher Education Sector in Africa to assess the level of investment readiness for non-sovereign operations”.

  1. Establishment of the Short List: A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume for a final selection.
