PREPARATION OF BANK GROUP’S FULL-FLEDGED STRATEGIES FOR THE DEVELOPMENT OF AFRICA’S QUALITY HEALTH INFRASTRUCTURE AND DEVELOPMENT OF AFRICA’S PHARMACEUTICAL INDUSTRY

- The African Development Bank hereby invites Consultancy Firms to express their interest in the following assignment: PREPARATION OF BANK GROUP’S FULL-FLEDGED STRATEGIES FOR AFRICA’S QUALITY HEALTH INFRASTRUCTURE SUPPORT STRATEGY AND AFRICA’S PHARMACEUTICAL INDUSTRY SUPPORT STRATEGY ;
- The services to be provided under the assignment span two distinct workstreams; namely, (1) Health Infrastructure Strategy and (2) Pharmaceutical Industry Strategy. The AfDB is keen to engage a successful Consultancy Firm between July and October 2020 to deliver the following services covering the two workstreams. Interested firms should submit Expressions of Interest to undertake both workstreams.

- The Human Capital, Youth and Skills Development Department will be supervising Workstream 1. The Industrial and Trade Development Department will be supervising Workstream 2. The two Bank’s departments are now inviting eligible Consulting Firms to express their interest in providing services in relation to the required Assignment. Interested Firms must provide information indicating that they are qualified to perform the services (registration documents of the firm, brochures, detailed description of similar assignments, experience in similar conditions, availability of appropriate skills among staff relevant to the assignment, approach followed in previous similar assignments specifically relating to the study component as well as implementation etc.). Consulting Firms may constitute joint ventures to enhance their chances of qualification ;
- Interested Firms are expected to have a demonstrable track record of experience in the social development and industrial development sectors including advisory support, sector analyses, reform programmes’ design and implementation and or related studies and assignments, development of economic and financial models for the health systems and health infrastructure, industrial development, pharmaceutical industry development, sector policy review, regulatory review, market analyses on the African continent or similar jurisdictions. A demonstrated Africa experience dealing with government agencies will be an added advantage ;
- The expressions of interest should have the following format and will be scored on the above-mentioned criteria :
- Details of the Consulting Firm or consortium of Consulting Firms (including where company is headquartered and history of operations) ;
- Expression of Interest detailing strengths, expertise, approach and any information focusing on the above information ;
- Any additional document /section you believe to be relevant.
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Bank’s “Rules and Procedures for the use of Consultants”. Please note that interest expressed by a Consultancy Firm does not imply any obligation on the part of the Bank to include the firm in the shortlist ;
- The duration of the proposed contract is 5 months. The Commencement Date is anticipated to be 01 July 2020 ;

- Expressions of interest must be received in soft copy to the email addresses below no later than Wednesday 20 May 2020 at 9:00 GMT, Abidjan time and specifically mentioning: “Expression of Interest – Bank Group’s full-fledged strategies for The Development of Africa’s Quality Health Infrastructure and Development of Africa’s pharmaceutical industry.”;
