REQUEST FOR EXPRESSION OF INTEREST

(EOI) FOR BASELINE DATA COLLECTION, ASSISTANCE IN RESETTLEMENT AND MONITORING OF ENVIRONMENTAL AND SOCIAL ISSUES CONSULTANCY SERVICES

  1. This request for expression of interest follows the General Procurement Notice for this project that appeared in United Nations Development Business No. AfDB-P454805-01/20 of 16th January 2020 and African Development Bank (AfDB) internet website on 20th December, 2019 ;
  2. The Government of the Republic of Kenya has received a loan from the African Development Bank (AfDB) and African Development Fund (ADF), and a grant from the European Union (EU) to finance the Multinational Bagamoyo – Horohoro/ Lunga Lunga – Malindi Road Phase I: Mombasa – Mtwapa – Kilifi (A7) Road Section, and intends to apply part of the proceeds for this loan to make eligible payments under the contract for the Consultancy Services for Baseline Data Collection, Assistance in Resettlement and Monitoring of Environmental and Social Issues ;
  1. The Services include;: (i) Monitoring and evaluation of Environmental and Social Management Plan and Resettlement Action Plan (RAP) (ii) To conduct baseline survey of existing economic, social and environmental conditions in the project area (iii) To continually monitor the effects of the construction works on the above indicators including wider economic impacts induced by the project in the area (iv) To identify potential social issues beyond those directly affected by resettlement; (v) To develop a generic evaluation framework as a knowledge/tool that facilitates ex-ante and ex poste assessment of transport infrastructure impacts at a regional level ;
  2. The Kenya National Highways Authority, herein referred to as the Client being an authorized agent of the Government of the Republic of Kenya now invites eligible Consulting firms to indicate their interest in providing the above services ;
  3. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments in similar conditions and availability of the appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications ;
  4. Eligibility criteria, establishment of the short – list and the selection procedure shall be in accordance with the African Development Bank’s ‘Procurement Policy for Bank Group Funded Operations’ – August, 2015, which is available in the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any consultant who expresses interest ;
  5. Expression of interest must be delivered in written form and clearly marked with the assignment Tender number and deposited in the Tender Box at the following address;
