FOR THE DEVELOPMENT OF

STRATEGIC FRAMEWORK FOR CLIMATE CHANGE AND GREEN GROWTH

The Climate Change and Green Growth Department (PECG)’s broad objectives focus on mainstreaming climate change and green growth into Bank’s High 5 priorities, mobilizing climate finance and leading the Bank-wide efforts to minimize and reverse the effects of climate change on the continent. The Department consists of two main divisions: (i) the Climate and Green Growth Division, and (ii) the Environment and Climate Finance Division. The Department also hosts the ClimDev Special Fund and the African Climate Change Fund.

Following the completion of the first Climate Change Action Plan (CCAP 1) (2011 – 2015), the Department developed the second Action Plan (CCAP2) (2016-2020), adopted by the Boards of Directors in 2017. The CCAP2 aims at supporting the implementation of Africa’s Nationally Determined Contributions (NDCs) by helping African countries define and achieve their commitments to mitigation and adaptation, whilst also fulfilling their development objectives. It also aims to scale up climate finance mobilized and channeled to African countries from public (multilateral/bilateral) and private sources, as well as committing the Bank to allocate 40% of its annual investments as climate finance by 2020.

In order to consolidate the gains from the implementation of the 2009 Climate Risk Management and Adaptation Strategy (CRMA), and the first and second Climate Change Action Plans, the Bank’s Climate Change and Green Growth Department is aiming to develop a new Climate and Green Growth Strategic Framework, which entails the development of the following two strategic documents :

  • A Climate Change and Green Growth Policy (2020) for Board consideration and approval ;
  • A Strategy and/or Action Plan for the President consideration and approval.

This new strategic framework enables the Bank’s response to climate change and green growth as part of a broader global agenda of promoting environmentally sustainable and inclusive growth. It will also serve to guide and support the Bank’s strategic and operational response to emerging and new development challenges brought about by climate change at the global, regional, national and local levels and ensure the implementation of programs/projects with measurable outcomes and tangible impacts. The framework will build on mutually reinforcing approaches at the Bank as well as at national, regional and international levels to accelerate the Bank’s action over the next decade.

A consulting firm will be recruited to perform this assignment and ensure that the strategic framework will meet the standards of the Bank. The services shall be required for a period of 1 year, beginning in February 2020 up to January 2021.

The Manager, Climate Change and Green Growth Division of the African Development Bank invites International Consulting firms to indicate their interest in providing these services. Interested firms must provide information indicating that they are qualified to perform the services based on past relevant experience, description of similar assignments, experience in similar conditions, with qualified experts.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations dated October 2015 available on the Bank’s website at http://www.afdb.org.
