CONSTRUCTION OF DODOMA CITY OUTER DUAL CARRIAGEWAY RING ROAD (112.3 KM) TO BITUMEN STANDARD, LOT 2: IHUMWA DRY PORT – MATUMBULU – NALA (60.0 KM)

Context :

1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDB online) No. AfDB 650 – 05/19 of 15^th May 2019, and on the African Development Bank’s Internet Website (afdb.org).
2. The Government of United the Republic of Tanzania has received financing from the African Development Bank (AfDB) and African Growing Together Fund (AGTF) towards the cost of the Dodoma City Outer Ring Road (112.3 km) Construction Project, and intends to apply a portion of these funds to cover eligible payments under the Works Contract for the Construction of Dodoma City Outer Dual Carriageway Ring Road (112.3 km) to Bitumen Standard, Lot 2: Ihumwa Dry Port – Matumbulu – Nala (60.0 km); Tender No. AE/001/2019-20/HQ/W/02.
3. Tanzania National Roads Agency (TANROADS) on behalf of Ministry of Works, Transport and Communication now invites sealed bids from eligible bidders for execution of the works. The Works consist of The works consist of the construction of the road to Bitumen standard, construction of embankment, drainage structures involving bridges, box culverts, pipe culverts as well as pavement layers and ancillary works. The estimated quantities for major items of works are as follows:

4. Tenderers should note that to qualify for award of the contract, they are required to meet certain minimum qualifying criteria. It should be noted that tenderers must be able to demonstrate that, in the capacity as a prime Contractor, they should have successfully completed at least two (2) projects of similar nature, each of not less than US$ 60 million of bitumen standard road within the last ten (10) years. Tenderers are required to provide full and detailed particulars of their financial capability to perform such works and to demonstrate that they have experienced key personnel with appropriate qualifications. As part of proof of experience on road projects, Tenderers are required to submit certified forms of Contract for awarded Contracts in the past, Taking Over and Completion Certificates duly certified together with Telephone Number and e-mail addresses of the previous Employer/Awarding Agency. Tenderers should also note that the works must be completed within Forty-three (43) months inclusive of three (3) months of mobilization and that they are required to provide detailed particulars of all items of equipment and plant that they deem necessary to deploy for the timely completion of the works. Bidders who are proven non-performers need not apply as they will be disqualified.

Interested eligible bidders may obtain further information from and inspect the Bidding documents at the office of the Secretary, TANROADS Headquarters Tender Board, 4^th Floor, Airtel House, Ali Hassan Mwinyi/Kawawa Roads Junction, Dar es Salaam from 8:00 hours to 16:30 hours local time, Monday to Friday inclusive, except on public Holidays.
6. A complete set of Bidding Documents may be purchased by interested bidders upon submission of a written application to the above address and upon payment of a non-refundable fee of 400,000 (Tanzania Shillings Four Hundred Thousand Only) which has to be paid with reference to Government’s e-Payment Gateway System (GePG) Control Number to be issued by the Accounts Section at TANROADS Headquarters.

Bidders can collect the Bidding documents from 08:00 hours to 16:30 hours local time from Monday to Friday inclusive, except on public holidays at the Employer’s Head office in Dar es Salaam. Documents will not be dispatched by Courier Service.

7. The provisions in the Instructions to Bidders and in the General Conditions are the provisions of the African Development Bank Standard Bidding Documents for Procurement of Works, September 2010, Revised February 2018.
8. Bids must be delivered to the address below on or before 00 hours local time on 12^th November 2019 and must be accompanied by a Bid Security in original and in acceptable form in the amount of TZS. 3,500,000,000 (Tanzania Shillings Three Billion Five Hundred Million Only) or its equivalent in a freely convertible currency. The Bid Security shall be clearly addressed to: The Chief Executive, TANROADS, P. O. Box 11364, Dar es Salaam. The bid must be submitted or be sent by a registered post clearly addressed to:

The Bids must reach this address before the deadline for submission of bids.

9. Bids shall remain valid for One Hundred and Twenty (120) days after the deadline for bid submission prescribed above.
10. Bids will be opened in the presence of Bidders’ representatives who choose to attend, immediately after 00 hours local time, on 12^th November 2019, at TANROADS Conference Room, 4^th Floor, TANROADS Headquarters, Airtel House; Ali Hassan Mwinyi/ Kawawa Road Junction; Dar es Salaam; Tanzania
11. A combined Site visit and Pre-tender meeting will be held on 2^nd October 2019, at the Regional Manager’s Office, TANROADS, Dodoma. The site visit will commence at 09:00 hours local time.
