Assignment Title: CONSULTANCY SERVICES FOR CARRYING OUT FEASIBILITY STUDY, PRELIMINARY DESIGN AND DETAILED DESIGN REPORTS FOR THE PROPOSED ONGATA RONGAI, NGONG AND MAVOKO SEWERAGE INFRASTRUCTURE PROJECT IN TANATHI WATER SERVICES BOARD AREA.

Context:
The Government of Kenya on behalf of Athi Water Services Board has received ADF loan from the African Development Bank towards the cost of the ‘ONGATA RONGAI, NGONG AND MAVOKO SEWERAGE PROJECT STUDIES’ and intends to apply part of the agreed amount for this proceeds to payments under the contract for Consultancy Services for Feasibility Studies, Preliminary Designs, Detailed Designs, ESIA/RAP and Preparation of Tender Documents for the construction of “ONGATA RONGAI, NGONG AND MAVOKO SEWERAGE PROJECT” in Tanathi Water Services Board area.
The objective of this consultancy is to undertake Feasibility Studies, Detailed Designs, ESIA/RAP, and Preparation of Tender Documents for wastewater projects that entails:
- Construction of at least 3 No. wastewater stabilization ponds of approximate capacities above 5,000m3/day each for Ongata Rongai, Ngong and Mavoko towns ;
- Laying of trunk and lateral Sewer lines within Ongata Rongai, Ngong and Mavoko towns ;
- Strengthening and rehabilitation of existing sewerage infrastructures within Ongata rongai, Ngong and Mavoko towns and their environs.
The overall objective of the assignments is as follows :
- To carry out a feasibility study, Detailed Designs and Preparation of Tender Documents of the project ;
- To provide the client with regular status reports and other reports as per the Terms of Reference, together with all related necessary technical assistance and professional advice to the Client related to design of the said works; and
- To carry out ESIA and RAP study.
The consultancy services will be carried out over a period of 12 (Twelve) months which will cover 4 (Four) months feasibility study, 4 (Four) months preliminary designs, ESIA and RAP studies and 4 (Four) months Detailed Technical Designs and Preparation of Tender Documents.
The Athi Water Services Board now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services. Consultants may constitute joint-ventures to enhance their chances of qualification. The shortlisting criteria are:
- Experience in similar assignments ;
- Experience in similar conditions; and
- Availability of appropriate skills amongst staff.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
