Context :

Under the new DBDM the Regional Integration Coordinating Department (RDRI) was established within the RDVP complex with the aim of providing strategic direction for the Integrate Africa work streams at the regional level while focusing on implementation at the sub-regional and national level through Regional and Country Strategy Papers to enable Regional Member Countries to realize enhanced outcomes.

  1. The RDRI intends to procure the services of Senior Consultant for PROTFOLIO PERFORMANCE and BUSINESS DEVELOPMENT, to support the RDRI with in line with overseeing the performance and delivery of the portfolio of regional integration projects and for a period of 12 months on a full-time basis ;
  2. The services to be provided under the Assignment will include the following :
  • Design, implement and improve a new dashboard to ensure regional integration projects portfolio follow-up within RDRI and with Regions and Sector Departments.
  • Support and advise RDRI management to improve the reporting on regional integration projects’ implementation to ensure a smooth delivery including with RDRI external partners ;
  • Liaise with Regional Integration Coordinators and, if necessary, RPOs, CPOs and Task Managers on issues of pipeline development, portfolio management and strategy development and review ;
  • Strengthen monitoring and reporting internally on the progress of each project supported by resources from RO.
  • Ensure that monthly RDRI management reports on the state of Regional Integration projects (dashboard) are prepared and follow up on issues that requires further action ;
  • Contribute to the development of the Management Information Systems component that tracks and monitors progress on projects.
  • Support, if  needed,  the  process  of  initial  projects  screening,  interview  potential  project sponsors, assist in the appointment of Transaction Advisors and check accuracy of information provided and evaluate capacity of the parties to successfully implement the proposed project ;
  • Support the RDRI’s efforts to improve the Bank’s Regional Integration visibility. Establish and develop, under RDRI management guidance a solid working relationships across complexes ;
  • Advise RDRI  management  on  potential  business  development  related  to  Regional Integration relevant to the delivery of the AfDB « High 5s » ;
  • Finalize the development of the Regional Integration Fund concept note and initiate the related resource mobilization exercise. Secondly, support RDRI management’s efforts to bring to maturity the Regional Integration Fund initiative both at Bank level and with potential external stakeholders ;
  • Perform such other tasks assigned by RDRI Management as may become necessary ;
  1. RDRI invites Individual consultants to indicate their interest in providing the above-described services. Interested eligible consultants shall provide information about their qualifications and experience demonstrating their ability to provide these services (firm profile, documentation, references for similar services, experience in comparable assignments, etc.) ;
  2. The eligibility criteria, the establishment of a shortlist and the selection procedure are in conformity with the Bank’s Rules and Procedure for the Use of Individual Consultants. Please, note that interest expressed by an Individual consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  3. The expected starting date is 16th of May 2019 ;
