About the role :

This is a 12 months replacement role with unaccompanied terms based in Bangui, Central African Republic (CAR) with travel to field locations.  This is a volunteer position with an annual allowance of 11,735 EUR.

You will report to the Programmes Director, also based in Bangui, and will work closely with the Country Director, Systems Director, Country Finance Manager, Area Coordinators, Grants Information and Gender Officer, M&E Manager, Programme Managers, and M&E Officers.

Your purpose :

The PSO is a multi-faceted and exciting support role and first step into the humanitarian sector, liaising with different departments at both head office and field level and providing backstopping support for a number of key processes. The PSO role mainly focuses on developing communication material (both internal and external) for Concern CAR; desk research development in order to support quality programme development; clusters management & representation; internal knowledge management as well as any other support required on a need basis on M&E, grants management and Community Response Mechanism (CRM).

 

You will be responsible for :

Communication (internal and external) :

  • Support the Country team in updating and creating communication materials (Concern CAR factsheets, roll-ups and visibility for public events, internal newsletter, monthly internal reports among others) for local and international communication ;
  • Produce short documents with informative materials to improve the understanding of key Concern policies and documents ;
  • Assist the Senior Management Team to develop country specific papers and reports for profile building and advocacy ;
  • Produce case studies, take pictures and write blogs for the Concern website, all with requisite subject consent and communication ;
  • Liaise with Dublin and London Communication teams to contribute to communication campaigns and appeals, sending materials for their use or completed work for their review ;
  • Assist national staff to produce good quality communication materials ;
  • Organise Concern’s participation in national NGO events (e.g. World Humanitarian Day, Int’l Women’s Day, World NGO day).

Desk Research, Knowledge and information management :

  • Collecting reports and research on country and region wide data in order to boost proposals ;
  • In coordination with the team and on a need basis, work on information gathering (actor mapping, water points mappings among others) ;
  • Produce and improve existing programme maps and visualisations to better visually articulate our intervention zones ;
  • Assist in translating key documents from French to English and vice versa as required ;
  • Improve the storage and dissemination of information within and concerning all programmes ;
  • Ensure version control of documents and filing of final HQ, donor, and M&E reports and proposals ;
  • Record and produce the minutes of management, programme and other relevant meetings, ensuring timely circulation ;
  • Support any research initiatives planned and liaise with the Knowledge Management department in Dublin and PMs for recording knowledge on programme implementation. Support the PMs in gathering and documenting learning.

Cluster coordination :

  • Ensure strong participation (and monitoring of participation) in clusters and working groups from various members of the Concern CAR team ;
  • Fill-in cluster matrices (e.g. 4Ws) and respond to information requests, with the support of programme teams ;
  • Support the Programmes Director in executing co-lead responsibilities for the CAR Cash Working Group ;
  • If required by the Programme Director, represent Concern at various fora including the weekly Humanitarian Forum and national Clusters ;
  • Network with partners and organisations, and especially with organisations that have a sectorial and geographical proximity to Concern CAR interventions.

Other: M&E, Grants & CRM Management 

  • As required, support the Grants Information and Gender Officer with donor communication and grants management, and the M&E Manager on the design and implementation of data collection tools, data analysis and reporting, amongst other requests ;
  • Support the programme teams in the reinforcement of the Concern Code of Conduct and associated safeguarding policies, as well as the participation of women in programme activities ;
  • Any other tasks as assigned by the Programme Director or the Country Director.

 

Accountability  :

In line with Concern’s commitments under the Core Humanitarian Standard (CHS) : 

  • As required, support the Grants Information and Gender Officer with donor communication and grants management, and the M&E Manager on the design and implementation of data collection tools, data analysis and reporting, amongst other requests ;
  • Support the programme teams in the reinforcement of the Concern Code of Conduct and associated safeguarding policies, as well as the participation of women in programme activities ;
  • Any other tasks as assigned by the Programme Director or the Country Director.

 

Your skills and experience will include :

Education, Qualifications & Experience Required :

  • Relevant University Degree in Development Studies, Humanitarian Aid, Nutrition, Public Health, WASH, Food Security/Livelihood or other related discipline ;
  • Fluency in written and spoken French and English, excellent writing and communication skills absolutely essential ;
  • Good understanding of programme design and successful proposal development ;
  • Good understanding of programme cycle management, monitoring and evaluation, including the design and implementation of M&E plans, databases and tools, and the analysis and use of data and results to improve programme quality experience ;
  • Good communication and networking skills with peers ;
  • Experience in effective relationship building and staff development skills (including the ability to motivate, support and mentor colleagues) ;
  • Empathy with Concern’s goals and a commitment to capacity building, protection and participation including Concern’s Code of Conduct and associated safeguarding policies ;
  • Experience working and living in hardship and/or developing country context ;
  • Ability to work under pressure to meet tight deadlines.

 

We would also like :

  • Experience with gender, equality, disaster risk reduction, HIV &AIDS and protection mainstreaming ;
  • Experience in participatory approaches for programme design and implementation ;
  • Experience in implementing Complaint Response Mechanisms ;
  • Skills in Digital Data Gathering, statistics and statistical analysis software packages ;
  • Analytical and problem solving skills ;
  • Cross-cultural awareness and sensitivity ;
  • Strong proven time management and prioritising skills ;
  • Good team player, flexible, patient and adaptable to a changing environment ;
  • Previous work experience in sub-Saharan Africa, particularly in CAR / Francophone Africa.
