Job Description:
Projects design, implementation, monitoring, reporting and evaluation.
- Lead the design/redesign/review of the HETA projects (USAID Health Grid, USAID HETA project, Global Fund C19 RM Optimization Solar project) workplans and budgets.
- Oversee the implementation of the project ensuring the achievement of all project deliverables and targets in a timely manner.
- Ensure the development and implementation of monitoring plans for the HETA projects.
- Produce and submit reports of the projects to the respective donors (USAID, Global Fund, WV US) with respect of the timelines, standards and formats prescribed in the sub-award agreements (USAID), agreements (Global Fund) and MoU (WV US) signed with the donors.
- Ensure the progress of the project is reflected in the WV project management platform.
- Revise projects documents as necessary and as requested and coordinate or complete approved amendments.
- Lead close-out process (includes final reports, evaluations and lessons learned). Ensure that evaluation outcomes and lessons learned are shared with and disseminated to all appropriate stakeholders.
Projects administrative and financial management
- In collaboration with Finance and Supply Chain, ensure a detailed costing of projects activities.
- Elaborate and roll out, in collaboration with Supply Chain and others Departments, the projects procurement plans.
- Review, approve (up to the value of US $ 3000) or recommend all projects requests, orders and contracts.
- Review periodic financial reports of the projects, ensuring that expenses are within approved budgets ratios and compliant with local laws, donor regulations and World Vision policies.
- Ensure strict compliance to USAID, Global Fund and WVI policies, regulations and internal controls.
- Supervise and oversee the work of project staff, project partners and subcontractors and exercise sound financial management skills including effective project spending.
- Foster transparency, accountability and sustainability in all project’s procurements of goods, services and works.
Donors and partners relationships building
- Ensure regular, positive, and productive communication with respective donor representatives, the field, and partners regarding the implementation of program activities.
- Effectively represent WVISL and the projects and build and maintain excellent, productive relationships with Government of Sierra Leone MDAs (Ministries, Departments and Agencies), private sector partners, relevant civil society organizations and donor agencies.
- Champion leadership in the coordination of interventions on solar energy, digital connectivity and WASH in health care facilities.
- Prepare and consolidate information for donors, partners and WVISL senior leadership.
- Provide support to acquisition activities, including the pre-positioning for follow-on opportunities and review of proposal drafts in order to provide historical knowledge and content from program management experience.
Collaboration, coordination and communication.
- Coordinate and/or submit cost and no-cost extensions.
- Coordinate with NO technical leads and West Africa Regional technical staff on key updates and technical support requests.
- Participate to WVISL coordination and collaboration forums.
- Plan, organize and document regular projects execution review meetings with the projects partners.
- Support the set up and/or functionality of solar energy initiatives/projects coordination platform(s).
Projects personnel management
- Ensure clarity of roles and responsibilities for key staff to support successful project implementation.
- Lead the recruitment of projects staff.
- Manage the performance of projects staff.
- Conduct appropriate and useful field visits, ensuring communication and coordination with projects staff.
- Provide coaching and/or mentoring to projects technical staff.
Qualification, Skills and Knowledge:
- Bachelor’s degree in public health, Business management and Administration with minimum of 5 years’ experience in similar role.
- Master’s degree is an advantage.
Experience:
- At least 5 years of relevant experience. Work in international relief and development preferred.
- Experience engaging private sector partners
- Proven experience in administration, financial management, award compliance, sub-award management, and tracking project performance and costs.
- Excellent management and organizational skills to lead teams to deliver high quality program results.
- Demonstrated strategic vision for the energy and/or health sector, leadership qualities, depth and breadth of management expertise and experience.
- Excellent professional reputation and a proven success interacting with government agencies, counterparts, donors, and international experts.
- Proven ability to gather data and document program activities, successes, and lessons learned.
- Excellent oral and written communications skills in English
- Experience with USAID, Global Fund or other donors.
- Strong skills working with a project management platform and Microsoft Office Suite.
