Job Description:

MAJOR RESPONSIBILITIES

Major Activities

Expected Results

Leadership (20%)

  • Provide strategic oversight and leadership of the Country Food and Cash Assistance Program, in compliance with Disaster Management Group (DMT) policies, WFP standards, USAID regulations and other Donor policies
  • Establish and maintain an effective working relationship with the DM Regional Food and Cash Technical Advisors throughout the life of the project, ensuring that key internal and DMT sector functions are included where sector CVP and Multi-purpose cash assistance is proposed.
  • Ensure strong communication and coordination with all team members as a means to effectively achieve program objectives.
  • Spearhead innovation and creativity within the food and cash assistance programs to ensure cost competitiveness and value for money, efficiency and effectiveness.
  • WV remains WFP’s partner of choice.
  • WV establishes direct partnerships with major Donors,
  • WV establishes  direct partnerships with major bilateral and multi-lateral donors , supporting GAM in growing and diversifying portfolio for sector specific, multi sector and multi-purpose cash in alignment with WVI-CVP Global strategy.
  • Excellent performance in the management of Food and Cash assistance projects in compliance with Donors and WV standards maintained and enhanced
  • Ensure efficient mangement of risks and good audit ratings for all Cash & Food Assistance programs

Commodities & Cash Resources Management (15%)

  • Lead project team in participatory planning of implementation of activities, ensuring adherence to technical standards, SOP’s, best practices and donor guidelines.
  • Provide supervision and technical support to all cash, food & NFIs assistance activities and ensure that they are managed and implemented as per WVI and donor standards and agreements.
  • Develop and enforce standards for the use of the LMMS & CCTS database within the Food and Cash projects. Ensure the program Audit ready and compliant.
  • Design strategies, partnerships and interventions to ensure project activities and implementation approaches are gender, age and ability inclusive and in compliance with requirements, ensuring conflict sensitivity especially for all CVP activities as part of DNH.
  • Effective food commodities & Cash resources management, standard application of guidelines across consortium and acceptable compliance

Grant Acquisition (10%)

  • Lead the WFP/WV Partnership negotiations processes involving WFP, FAO, UNICEF, Government and other Donors, GC-DM, and Response Leadership eventually culminating in signing of MOUs, Field Level Agreements and Joint Partnership Implementation Agreement (JPIAs).
  • In collaboration with the GAM team, participate in the development of new project proposals/concept notes; and explore opportunities for growth and diversification of the Food and Cash Assistance Program portfolio, in alignment with global strategies for growing each respective portifolio.
  • Portfolio increased by 10%

Commodities Accounting, Reporting & Compliance (10%)

  • Ensure that the Commodity and Cash Reports (narrative and financial) are accurate and reliable with the relevant supporting documentation available and submitted timely to Management, DMT, WFP and other Donors (monthly, quarterly, semiannual, annual, and end of program or as per donor requirement).
  • Ensure an effective reporting system to produce timely and accurate commodities/cash, vouchers reports to WV DRC, DMT (in line with DMT Performance Matrix Indicators), and donors and to other partners, including providing oversight of the Country Commodity Tracking System (CCTS) program, ensuring timely submission of quality narrative and financial reports.
  • Lead in the preparation and submission of monthly Food and Cash Assistance management reports (MMR) to the management within deadlines.
  • Gather and compile information from the Project Managers and prepare overall performance progress reports (monthly and quarterly reports) detailing achievements against plan and variance on a regular basis.
  • Proper commodities and cash accounted for, and leading to reduced risks
  • All commodities, cash and NFIs accounted for and reporting done to donors and SOs

Budgetary Control (10%)

  • Manage all cash, food and NFIs resources in collaboration with Finance Department and ensure spending and expenditures are within budget and adhere to donor requirements. Ensure no over/under spending on projects.
  • Ensure compliance with program financial management practices complies with all relevant sections of the Field Financial Manual – FFM (inventory, finances, capital assets and administrative procedures of the Food Assistance department to conform to WV standards).
  • Ensure invoices submitted on time to WFP, regular follow-ups done, reimbursements received timely and Settlement Agreements (SAs) processed in a timely manner
  • Oversee supply and equipment, procurement, acquisition, disposition, and management in compliance with WV internal and donor requirements.
  • Good fiscal discipline/sector burn rate.

Risk, Staff Safety and Security Management (10%)

  • Work with the Country Security Manager and other relevant units to ensure staff safety by participating in implementation of sound security protocols.
  • Engage Finance & Support Services Director on risks and financial management in Food & Cash activities in DRC
  • Orient Managers on the management of potential project risks related to operation especially in insecure operational areas. Report incidents timely.
  • Provide timely management responses and implementation plans for all Audits, GC-DM Monitoring Reviews and findings from Donor Visits and other visits.
  • Ensure safeguarding of beneficiaries and WV assets as per the safeguarding policy
  • Prepare project risk register, and disseminate to project staff through training, and ensure it is reviewed on quarterly or monthly is needed based on country context and operations.
  • Establish Food and Cash Assistance Internal Project reviews teams.
  • For CVP, as is appropriate support and/or initiate field office cash readiness assessment using the CRAT and support the office to use the results inform the field office CVP business process flows, SOP development, risk mapping, systems strengthening and capacity building, internal and external engagements.
  • Serve as Field office cash focal point person or have an assigned person to support with CVP specific requests, initiatives and act as coordinator of CVP initiatives
  • Support the field office in the establishment of the Country CVP task team (CCTT) as recommended for each FO to have CTT to provide strategic and technical guidance on the effective use and growth of CVP as modality across sectors in order to meet the needs of vulnerable children, their families and communities in an efficient and accountable manner.
  • WV staff and assets safeguarded
  • Timely reporting of incidents through Ethics point and /or Riskonnect and closeouts

Networking and Collaboration (10%)

  • Establish linkages and pursue opportunities to partner with other NGOs, CBOs, local authorities, the UN Clusters, and coordinate interventions to avoid duplication and conflicts of interest.
  • Engage Zonal Directors on strategic and operational matters of the food and cash programs.
  • Attend key humanitarian meeting in coordination with other departments (Food Security, Cash Working Group, Nutrition & Education).
  • Work with the DM team for all technical and programmatic engagements related to the cash, food and NFIs assistance
  • Ensure that MOUs are in place with SOs, Govt, UN and other stakeholders as appropriate.
  • WV Visibility maintained

People Management (15%)

  • Define work responsibilities (clear JDs fully signed by all staff), and reporting relationship for all staff under the Department.
  • Conduct on-going reviews of staff performance in line with WVs performance management system, creating opportunities for appropriate feedback.
  • Lead capacity building of the team to meet established standards through on-the-job training, workshops, mentoring and any other appropriate methods.
  • Ensure fast track recruitment and appointment in coordination with P&C department for timely projects’ implementation.
  • Lead the Food and Cash Assistance team in a way that facilitates a high-performance culture, open trustworthy relationships and integrity, promote a culture of learning and development, employee engagement and good stewardship of human capital.

KNOWLEDGE, SKILLS AND ABILITIES

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum a Bachelor’s degree with minimum of five years’ experience in Food, Cash and Resilience programming. A Master’s degree in Humanitarian Assistance or related field from a recognized University will be an advantage
  • Minimum of 5 years’ experience designing, planning, implementing, supervising and reporting on Food Assistance Programming and at least 3 years’ experience in Food and NFI management Preferred: International experience, managing staff from multiple backgrounds and contexts
  • Excellent proposal development skills and familiar with UN WFP grant regulations
  • Must have proven networking and donor engagement skills
  • They must have both an extensive conceptual understanding of and demonstrated practical command for implementing program design, management and evaluation principles:
  • The holder of this position must be a result orientated leader who can manage and satisfy multiple and at times competing organizational, donor and other stakeholder demands.
  • Must also have solid public relations skills and be a strong team player.
  • Must be analytical, innovative and self-managed leader

List additional work experience required as a minimum qualification for this position.

  • Experience and familiarity with WFP, WVI and USAID regulations and reporting requirements
  • 3-5 years management experience in the food assistance (Warehousing, transportation, distributions, reporting) and Cash Transfers (Market assessments, ROA and Modality selection, delivery mechanisms, working with FSPs, CVP risk management, Reporting, tracking and reconciliation ).
  • Experience in Relief/Emergency Response operations outside home country
  • Minimum of three to five years years food assistance program planning experience at supervisory level
  • Field-based international NGO work experience in Food Assistance program leadership, with a minimum of 3 to 5 years total development and emergency experience.
  • Understanding of CVP use across WVI sectors as part of sector specific and Multi-purpose cash assistance, digitization of systems in CVP, data governance and linkages of CVP to emerging areas of social protection, climate change, anticipatory action

License, registration, or certification required to perform this position:
