Description :

Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2018, the WBG committed $67 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $24 billion was concessional finance to its poorest members. It is governed by 188-member countries and delivers services out of 120 offices with nearly 15,000 staff located globally.

The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). The World Bank is organized into six client-facing Regional Vice-Presidencies, several corporate functions and thirteen Global Practices to bring best-in-class knowledge and solutions to regional and country clients.

The Development Economics Vice Presidency seeks to increase understanding of development policies and programs by providing intellectual leadership and analytical services to the Bank and the development community.  Within this Vice Presidency, the Enterprise Analysis Unit (DECEA) has developed the Enterprise Surveys (ES) which is the main survey instrument that links conditions of the business environment with firm performance.   DECEA has a critical mass of firm-level investment climate data on more than 130,000 establishments in more than 135 countries in all regions that the World Bank covers.

The Unit is in a position to expand the research that the surveys have yielded. DECEA is also focusing more resources on developing the means and the platforms to disseminate this information to the other units in the World Bank Group and to the development community. As a result of larger number of surveys completed, increased quantity and quality of data, increased demand for research and data products, the unit looks to hire an Extended Term Consultant (ETC) to meet these demands.   

Duties and Accountabilities :

Highly motivated candidates are invited to join this dynamic and growing unit, requiring a mix of developing firm level research, data management, programming with statistical software, and statistical analysis skills. Duties will include:

  • Coordinate and support research in the areas indicated by Management along with the rest of the DECEA team ;
  • Support ongoing implementation projects in terms of monitoring and providing feedback to the contractors ;
  • Undertake cross-support work for the Unit, if requested by Management ;
  • Contribute to analytical notes and other knowledge product that use the Enterprise Surveys data.  These notes either provide descriptive information or provide policy recommendations and should build from the formal research generated in the Unit .

Selection Criteria :

  • Advanced or close to completion degree (Ph.D. preferable) in Economics, Statistics, or related discipline with a strong emphasis on survey implementation ;
  • Proven ability to develop its own research agenda or to contribute to a team effort on research ;
  • Knowledge of survey design and implementation ;
  • Experience working with large data sets, particularly with firm-level data, as well as with panel data ;
  • Well-developed analytical, interpersonal, and team working skills ;
  • Initiative, persistence and a positive attitude ;
  • Ability to deal sensitively in multicultural environments and build effective working relations with local and international partners in the private sector, academic advisors, and clients across the World Bank Group, including senior managers and regional units ;
  • Excellent working knowledge of STATA and Microsoft Excel ;
  • Excellent oral and written communication skills in English ;

 

Note : The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
