Description :

Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2018, the WBG committed $67 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $24 billion was concessional finance to its poorest members. It is governed by 188-member countries and delivers services out of 120 offices with nearly 15,000 staff located globally.

The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). The World Bank is organized into six client-facing Regional Vice-Presidencies, several corporate functions and thirteen Global Practices to bring best-in-class knowledge and solutions to regional and country clients.

The vision of the World Bank Group (WBG) is the eradication of extreme poverty by reducing the number of people living on less than $1.25 a day to 3 percent by 2030, and the promotion of shared prosperity by fostering income growth of the bottom 40 percent in each country. To achieve that vision, in 2013 the WBG Board of Governors approved a strategy for the organization. The strategy leverages the combined strength of the WBG institutions and their ability to partner with the public and private sectors to deliver customized development solutions backed by finance, world class knowledge and convening services. It has three components: (1) maximizing development impact by engaging country clients in identifying and tackling the most difficult development challenges; (2) promoting scaled-up partnerships that are strategically aligned with the goals; and (3) crowding in public and private resources, expertise and ideas.

On July 1, 2014, the WBG launched the architecture underpinning the strategy and instrumental to its success: the new fourteen Global Practices and five Cross-Cutting Solution Areas that, in concert with the WBG regions, will design solutions to address clients’ most pressing developmental challenges, and ultimately, enable the WBG to meet its twin goals of eliminating extreme poverty and boosting shared prosperity.

Health nutrition and population global practice context :

The central contribution of the HNP Global Practice to the World Bank’s twin goals is to enable the achievement of Universal Health Coverage (UHC), in which all people are effectively covered by essential health services, and nobody suffers undue financial hardship because of illnesses. The HNP Global Practice includes staff members in Washington, DC and many country offices.  The HNP Global Practice works with and across multiple sectors, in recognition of the fact that HNP outcomes often depend on actions that lie outside the HNP sector. The HNP Global Practice supports country and regional efforts to: (i) improve health outcomes, especially for the poor and most vulnerable; (ii) expand access to high-quality HNP services, interventions and technologies that give the most value for money; (iii) strengthen health systems for results; (iv) establish and improve health financing mechanisms that promote efficiency, equity and sustainability of investments; (v) strengthen heath-relevant institutions within and outside the health sector; (vi) harness multisectoral policies and investments for better health outcomes; and (vii) develop and learn from rigorous impact evaluations.

Regional context :

In the Africa Region of the World Bank, GHN01, GHN07 and GHN13 are the three units that comprise the Africa HNP practice.  More importantly, the HNP GP in the Africa Region is expected to play an increasing role in the Human Capital Project; a Bank Plan to improve investment in people and lift survival, health, education, social protection and empowerment of women by 2023. This is critical for a continent that ranks below other regions of the world in terms of Human Capital Index score, putting the region at 40% of its potential; i.e. the potential growth that would be obtained if everybody reached the benchmark of complete education and full health. The Africa HNP Practice Managers have joint responsibilities for region-wide HNP strategies, and staff work across unit boundaries. GHN01, which covers Eastern and Southern Africa, is responsible for policy analysis and dialogue, ASA, strategic engagement, relationship management and lending operations in that part of the region.  The Unit has 41 staff members, located in Washington DC and in country offices.   GHN01 has a strong portfolio of ASAs in 20 countries, and an active and diverse portfolio of 18 projects under supervision, with a net commitment of about $1.5 billion. 

Country context :

Our work program in Mozambique includes a suite of lending operations as well as ASA, covering: reproductive, maternal, neonatal, child, and adolescent health and nutrition (RMNCAH-N) related service delivery, early years, health system strengthening, including public financial management and fiduciary functions, human resources for health, health care financing, community health workers, fiscal transfers in health, and availability and distribution of medicines. Through this package of tasks, in collaboration with development partners, the World Bank is assisting the country to develop and implement country-led strategies and programs to achieve UHC. The World Bank and other partners will further step up efforts to scale up RMNCAH-N services in the context of UHC to reduce preventable deaths of women and children under the umbrella of the Global Financing Facility (GFF). The GFF is a broad coalition of bilateral and multilateral agencies that seek to transform the status of the health of women and children worldwide, especially in countries with high burden of RMNCA morbidity and mortality, through smart, scaled and sustainable financing that is linked to RMNCAH-N results. Mozambique is one of the GFF countries and is currently implementing a new health operation to support the implementation of the Investment Case (IC) focused on RMNCAH-N that the Government adopted in April 2017.  At country level the IC is coordinated by the Government and supported by Health Partners (HP). The Government and HP are seeking ways to further improve the effectiveness of health sector spending program by improving prioritization, allocation of resources and fiduciary functions to maximize the benefits from the available resources domestic and external.

The Bank’s current portfolio in the health sector has two active operations; the Mozambique Primary Health Care Strengthening Program-for-Results (Moz. PHCSP), which from 2019 includes an Additional Financing to scale up results, and the Southern Africa Tuberculosis and Health System Support Project (SATBHSS). The development objective of the Moz. PHCSP is to improve utilization and quality of RMNCAH-N services especially in underserved areas. The Moz. PHCSP became effective in April 2018 and will close on December 31, 2023. The SATBHSS Project aims to improve coverage and quality of TB control and occupational lung disease services and to strengthen regional capacity to manage the burden of TB and occupational diseases. In addition, the HNP contributes substantively to the Public Financial Management for Results Program (PFM4RP) focusing in the supply chain of medicines; an operation led jointly by the Governance and Education Practices and coordinated by the Ministry of Economy and Finance (MEF). The PFM4RP aimed to improve the transparency and efficiency of expenditures for the storage, distribution and availability of medicines at service delivery points in the public sector. The PFM4RP closed on March 30, 2019.

The HNP team in Mozambique also works with other Global Practices and Cross Cutting Solutions Areas, namely the Governance GP on Public Financial Management issues in the health sector, and the Climate Change Cross Cutting Solution Area on the building climate resilience in key sectors of the economy including health.

 

Duties and Accountabilities :

The World Bank seeks to hire a ET Consultant with emphasis on the HNP GP’s future directions as outlined above. The Health Specialist will make intellectually sound and operationally relevant contributions to the World Bank’s program of work in and support to Mozambique. S/he will have the following main responsibilities: 

Contribute to the implementation of the Moz. PHCSP financed by IDA and GFF ;
Work closely with counterparts in MOH and Provincial Health Directorates to support integrated planning and budgeting processes at central and provincial levels and follow up the implementation of agreed actions to further improve the performance of the Moz. PHCSP ;
Together with HNP team members, identify critical bottlenecks to the implementation of the operations, and propose remedial measures ;
Provide substantive technical inputs in monitoring and evaluation, and data analysis ;
Work with members of the World Bank team for Mozambique, including specialists in procurement and financial management, environmental and social safeguards, and operations to resolve operational issues related to project implementation ;
Prepare and provide support during supervision missions ;
Support the coordination with Moz. PHCSP co-financiers and health partners in general.
Undertake regular field visits at provincial and district levels ;
Write briefs and reports on the status of the implementation of the project ;
When needed support coordination with complementary WB operations (i.e. Demographic Dividend Project)?
Assist the task team in Advisory Services and Analytics (ASA) whenever deemed necessary ;

The work will be substantive in nature, requiring frequent interaction with counterparts in government, as well as Bank colleagues within both the HNP Global Practice and Country Management Unit, and across operational units and sectors.

The E T Consultant will report to the Practice Manager of Health Nutrition and Population for Eastern and Southern Africa. For day-to-day work, on ASA or operational programs, the Health Specialist will be guided by the respective Task Team Leader.

 

Selection Criteria :

  • Master’s degree in public health, nutrition, epidemiology, health economics or social sciences ;
  • Minimum of five years of experience as analyst, coordinator, or specialist in one or more of the following areas: Project management, public health program management, public administration in health, monitoring and evaluation, and or operational research ;
  • Prior experience in an international development institution (public, NGO, or private) is preferred.
  • Excellent communication and presentation skills in English and Portuguese ;
  • Strong interpersonal and diplomatic skills, ability to support dialogue with government officials and development partners ;
  • Integrative skills: Understands relevant cross-sectoral areas and how they are interrelated, able to undertake cross-sectoral approach in project management ;
  • Health, Nutrition and Population Knowledge and Experience: possesses expertise in health systems, public health nutrition and/or population/early years ;
  • Teamwork: Proven ability to work in a team and intercultural environment, with minimal supervision.
  • Willing to travel to remote areas in Mozambique ;
  • Field experience in developing countries is a plus.

In addition to the above, the successful candidate is expected to demonstrate the following competencies:

  • Drive for results: Takes personal ownership and accountability through hands-on and action-oriented approach to meet deadlines and achieve agreed-upon results.

Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
