Objectives of the programme

To support countries in the WHO African Region to enhance management, integration and automation of quality information production, timely dissemination and use, in support of the PEP, that will contribute to: (a) Strengthening disease surveillance; (b) Improving the quality of immunization campaigns; and (c) Building capacity to respond to outbreaks.

Description of duties

The incumbent is expected to perform the following duties:-　–> Administer all aspects of industry standard GIS software applications to support GIS services, analysis and map production for polio and immunization programmes;–> Carry out geospatial statistical analysis of programme data in integration with GIS data and support the development and publishing of online interactive geographic information products related to the PEP and its partners;–> Compile, update and integrate geospatial data and develop a repository of GIS data for use across various platforms such as mobile, web, and desktop;–> Support capacity building for GIS and information visualization at IST and country levels;–> Support the development of guidelines and templates for map production and information visualization;–> Provide technical support for improving GIS services and applications in the ISTs and countries;–> Maintain GIS applications and databases for the PEP carrying out GIS related servers running industry standard GIS software applications, databases, and cloud-based GIS portals and services;–> Support the installation and upgrading of GIS and information visualization software packages for users;–> Document best practices and produce feedback on quality and completeness of geographical data as well as progress reports as needed;–> Provide technical GIS support in mapping of polio risk assessment in the African region–> Perform other related responsibilities as required.

Required qualifications

Education

Essential : First University degree in GIS-related fields such as Cartography, Geomatics, Remote Sensing, computer science, information technology, or related field.
Desirable : Post graduate training in health informatics and/or GIS-related fields.

Experience

Essential : Minimum of five (5) years’ experience in GIS activities and managing servers, using different hardware and software for data capturing, storage, analysis and reporting; at least three (3) years’ inclusive demonstrable experience in managing and processing health-related geodatabases and mapping.
Desirable : Some experience or knowledge of managing of geodatabases and mapping for polio or immunization programmes.

Skills

Proven skills in IT and Information Systems, particularly in Geographic Information Systems and databases applications, mapping, reporting and map production, illustrations and layouts and/or related infographic components. Excellent organizational and analytical skills combined with ability to multi-task and produce accurate results under pressure. Excellent interpersonal and communication skills with ability to present and explain technical issues and information in a clear and concise manner, and take part into training activities with tact, diplomacy and courtesy. Ability to write in a clear and concise manner. Demonstrated ability to write technical reports and to deliver oral presentations. Knowledge of WHO/AFRO practices and procedures an advantage.
