Organizational context :

The Regional Bureau Cairo (RBC) is World Food Programme’ s largest region, characterized by a diverse and complex range of operations, including L2 and L3 emergencies. The RBC region holds the largest Cash-Based Transfer (CBT) and SCOPE portfolio: in 2017, this included 63% of WFP’s cash-based transfers, 36% of the beneficiaries registered worldwide in SCOPE.

This position will report to the Head of Cash-Based Transfers (CBT) / Beneficiary Data and Transfer Management (BDTM) in the Regional Bureau Cairo and is part of a cross-functional CBT team, including Programme, IT, Supply Chain/Retail and Finance.

 

Job purpose :

The Supply Chain Officer CBT will be the first line of support in all aspects of CBT work for Supply Chain staff in all RBC Country Offices. This in a region of some USD 1 billion transfers yearly (2/3 of global transfers), home to the most innovative solutions and successful retail strategies that all serve as best practices and guidance building for the Organization. The purpose of the assignment is to lead and guide any Supply Chain related work to CBT, connect to Country Offices (COs)-Regional Bureau (RB)-Headquarter (HQ) and build a regional retail network of staff, share best practices and build guidance/tools, transfer of knowledge through direct support, and to empower Supply Chain staff to contribute to CBT beyond process. A key aspect is to together with Country Offices, design and oversee retail engagement activities that will ultimately impact the lives of all vulnerable populations (beyond WFP beneficiaries) on the path to Zero Hunger. Retail engagement has recently been acknowledged as relevant in all CBT scenarios (including multipurpose/unrestricted cash) and it is the role of the RB Supply Chain to refine any corporate strategies to implementation in all countries in the region.

The Supply Chain Officer for CBT will coordinate and lead Supply Chain CBT work across the region, and further build capacity of Supply Chain staff on retail engagement. Direct support through missions performing (and training on) retail supply chain assessments, oversight missions, and cost efficiency methodology and handover, and retail data & analytics support are some of the direct support the function will provide.

 

Key accountabilities (not all-inclusive) :

  1. ​​First point of contact and support to Country Offices in the region while maintaining close and regular coordination/partnership with the HQ Retail team and activities, support missions and other corporate initiatives. Provide visibility to all Country Offices ;
  2. Lead the Retail Support in RBC countries through direct missions or remotely. Conduct and train SC staff on retail supply chain assessments to identify opportunities ;and diagnose local retail markets. Build on strategic plans for all Country Offices to enhance retail engagement activities ;
  3. Conduct oversight missions to Country Offices on Supply Chain CBT role and process review. Strategic focus with recommendations and best practices to be shared  with Head of CBT/BDTM and Management. Coordination and sharing of findings with relevant HQ and RBC functions ;
  4. Build a community/network of staff working with retail/Supply Chain CBT across the region and share/transfer knowledge, news, activities, provide trainings and guidance, etc ;
  5. Provide continuous strategic support to Country Offices on the role of Supply Chain in CBT, resources needed and structure of unit, retail activities, coordination with other units, identification and definition of SC role in Country Strategic Plans (and budgets) ;
  6. Conduct cost-efficiency analysis for RBC Country Offices, comparing various transfer modalities. Includes training and handover of methodology and analysis to Country Offices staff during missions ;
  7. Lead, motivate and coach a team to enable continued development and high performance ;
  8. Actively engage and partner with other CBT/BDTM colleagues to ensure coordinated planning and multifunctional approaches are considered.

 

Standard minimum qualifications :

Education : Advanced University Degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field or First University Degree with additional years of relevant work experience and training.

Experience : Has at least 5 years of progressively related experience in Supply Chain, with at least 3 years related to Retail Management and Cash Based Transfer (CBT).

Languages : Fluency (level C) in English language and intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, or WFP’s working language, Portuguese. Knowledge of Arabic is highly desirable.

 

Skills and knowledge for the role :

  • Retail network design, supplier selection, merchandising, retail planning, buying, negotiation, allocation, replenishment, and in-store operations ;
  • Sound knowledge of Retail and CBT concepts, policies and guidance ;
  • Demonstrated experience in effectively liaising with other CBT counterparts in Programme, Finance and IT ;
  • Leading supply chain operations and coordinating with internal and external partners in emergency operations ;
  • Handling capacity building initiatives and relationships with UN Agencies, NGOs, Private Sector or Government Organizations ;
  • Implementing supply chain initiatives to achieve cost efficiency, and increase agility, reliability, and quality ;
  • Strong oral and written communication skills to liaise with different stakeholders at different levels, including colleagues in RBC, Country Offices and Headquarters ;
  • Monitoring operational success and operational risks to implement corrective actions ;
  • Supervising, mentoring and training team members ;
  • Strong performance record.

 

Terms and conditions :

The selected candidate will be employed on a fixed-term contract with a probationary period of one year.
