The World Food Programme Somalia activities include food assistance for relief, emergency school feeding, nutrition and food assistance for assets creation through provision of in-kind and cash-based transfers.

Duties and Responsibilities :

Under the direct supervision of the Head of Dollow Office and the technical supervision of the Logistics Officer based in Mogadishu, the incumbent will be responsible for the following duties :

• Contribute towards the development of logistics plans and processes in compliance with wider logistics policies and WFP standards ;
• Provide technical advice and guidance to WFP staff, partners and governments, building capacity to connect to markets, manage food systems and deliver food assistance to those in need ;
• Support logistics projects or operational day-to-day activities to ensure the effective delivery of food assistance ;
• Collect, analyse data and recommend actions to improve performance of local logistics operations;
• Advise on logistics management and structures and staffing levels to ensure that they are always adequate to meet the requirements of the logistics strategy ;
• Contribute to the supply chain by providing technical support and guidance to other units;
• Guide and support staff, acting as a point of referral and supporting them with analysis is and queries;
• Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of specific supply chain risks to enable WFP, governments and other partners to quickly respond and deploy food and resources at the onset of the crisis.
• Collate data and contribute to preparation of accurate and timely reporting ;
• Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance;
• Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance ;
• Participate in the on-going review of internal processes and procedures and identify ways to increase day-today efficiencies ;
• Act in an assigned emergency response capacity as required to meet emergency  food assistant needs ;
• Prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders ;
• Liaise with internal and external stakeholders and consolidate preliminary data analysis, prepare accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision-making ;
• Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance ;
• Perform any other related duties, if required or assigned by Supervisors.

Minimum Qualifications :

Education:

Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses

Experience :

At least one or more years of professional experience in Supply Chain activities and Management, analytical skills and managing logistics operations and/or experience in commercial or humanitarian transportation sectors and/or experience monitoring and reporting on transport and freight market conditions and trends.

Language:

Fluency in both oral and written communication in English and Somalia language is a requirement.

Knowledge and skills :

• Demonstrated experience in commercial or humanitarian transportation sectors, including dealing with shipments and clearing imports/exports ;
• Monitoring and reporting on transport and freight market conditions and trends ;
• Knowledge in coordinating procurement and transportation processes with other units/ teams ;
• Experience in warehouse and commodity management ;
• Proficiency in using various information management systems, databases and software ;
• Hands-on relevant experience in the UN or INGOs is desirable.
