Qualification and experience required :
Education:
Advanced University degree preferably in one or more of the following disciplines: economics, agriculture, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance ; or First University Degree with with additional years of related work experience and/or trainings/courses.
Experience :
- Has worked in a Country Office or equivalent level position within technical area ;
- Has managed discussions with experts in VAM/Nutritionnists ;
- Has led a country / area office programme team or a substantial component of a complex programme ;
- Has gained direct experience of different programme approaches ;
- Has worked with government agencies and gained policy experience ;
- Has led team in strategic discussions ;
- Has workd in HQ or a Regional Bureau.
Language:
Fluency (level C) in French and English languages. A knowledge of SWAHILI could be an asset.
Organizational context :
These job is located in Beni, Dem Rep of Congo affected by the Ebola and job holder reports to a more senior Programme Policy Officer.
Job holder operates with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. He will fully be involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level the incumbent is expected to contribute to performance improvement.
Job purpose :
To provide support to policy and programme activities that effectively meet food assistance needs.
Key accountabilities (not all-inclusive) :
Under the direct supervision of the Head of Programme, the CST Programme Policy Officer is responsible for ensuring the following :
- Providing direction and operational guidance to, and oversight for, the overall DRC Ebola food assistance;
- Ensuring the effective implementation and/or revision of the DRC Ebola food assistance ;
- Providing immediate technical and programmatic support to WFP and CP staff involved in the response ;
- Identifying and addressing programmatic challenges, and monitoring and alerting hen a change in approach is needed ;
- Coordinating and compiling food requirements ;
- Overseeing preparation and dissemination of timely analytical and critical reports including monitoring and evaluation reports as well as information products for internal or external use;
- Pro-actively monitoring and managing risks associated with WFP food assistance;
- Coordinating and supporting future revisions of the FLA with Caritas and reviewing staffing plans – should the situation requires it;
- Coordinating with Goma AO, to plan and support any relevant assessments;
- Participating actively in field coordination forum and strategically engaging with relevant stakeholders (government, UN,; NGO and overall Ebola response;
- Ensuring that activities implemented complies with WFP rules, regulations and policies;
- Other duties as required.
