WFP Ethiopia is working with the government and other humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

 

Organizational context :

This job is located in Ethiopia, Jijiga Area Office under the direct supervision of the Head of the Area office.

 

Job purpose :

The Head of Programme shall be based in Jijiga Area Office and will report to the Head of Area Office, and work closely with the Country Office Programme Unit. S/he will have responsibility for guiding and supporting programme implementation (including emergency response) across the four Sub-Offices in Somali Regional State.

 

Key accountabilities (not all-inclusive) :

  1. Provide overall technical guidance to programme design and implementation in the region. This includes supporting the planning and follow up delivery and monitoring of assistance in all contexts including relief and development in the region (GFD, Refugees, PSNP, TSFP and FFE, SIIPE and others) ;
  2. Provide advice and support on targeting and registration of beneficiaries. This entails working with programme colleagues (AO, SO & CO) to develop targeting guidelines/criteria to implement community-based  ;
  3. participatory methodology followed by registration of the selected beneficiaries ;
  4. Liaise with different WFP units (Logistics, Procurement, Programme, Information and Communications Technology (ICT), Finance and Vulnerability Assessment & Mapping (VAM) to ensure coordinated preparation and implementation of progammes, projects and or activities ;
  5. Support the HOAO in liaison with local government authorities, international and local NGOs, UN agencies, donors, civil society, beneficiaries and other partners on programme operations ;
  6. Support the HOAO on collaboration with DPPB, WFP Sub-Offices and the Programme Unit at CO on a regular basis on implementation, monitoring and reporting of programme activities and in addressing operational challenges ;
  7. Serve as focal point to support HOSOs to address  issues of quality of response, including gender equality and women’s empowerment, accountability to affected populations, disability inclusion and protection issues.
  8. Assist the Country Office programme Unit to collaborate effectively with the various focal points in the Somali Region sub-offices ;
  9. Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to deliver effective food assistance programmes ;
  10. Attend regular and ad hoc coordination meetings (including the inter-cluster meetings) to represent WFP and to provide updates and visibility to partners on WFP’s operations ;
  11. Assist in organizing relevant trainings/ orientation for the capacity building of DPPB and WFP staffs on details of implementation of programme activities ;
  12. Lead, support or participate in rapid assessments (including with WFP partners) to inform or enhance WFP’s activities ;
  13. Support or contribute to donor missions to the region ;
  14. Perform any other tasks as may be assigned.

Standard minimum qualifications :

Education:

Post Graduate or Advanced University degree in International Affairs, Economics, Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance with five years of relevant experience.

Language :

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
