Standard minimum qualifications :

Education: 

Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience: 

Minimum 7 years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

Knowledge & Skills:

  • Sound theoretical understanding of OIM concepts and principals with a broad knowledge of best practices, techniques and processes ;
  • Strong analytical skills with the ability to analyse and interpret information and draw out the key messages ;
  • Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP ;
  • Ability to lead, motivate and develop small teams of junior staff ;
  • Knowledge of common business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.

Language:

International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
National Professional: Fluency (level C) in English language and the duty station’s language, if different.

Organizational context :

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) and Country Offices (COs), and report to the Regional/Division/Country Director or the designate. Job holders are likely to lead and advise on services for a specific geographical location, for example supporting a specific region, or to operate in a CO where the complexity of meeting food assistance needs is moderate. Job holders may also manage a small team of staff.

 

Job purpose :

The WFP Regional Bureau in Cairo provides strategic and technical guidance to WFP operations in 17 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Kyrgyzstan, Lebanon, Libya, Morocco, Palestine, Syria, Sudan, Tajikistan, Tunisia, Turkey and Yemen

The Operational Information Management & Performance Reporting Section (OIM & PR) plays a key role to provide concise operational information and key strategic insights for both internal & external audiences, including WFP executive management, donors and partners.

Bringing to the table a strategic & analytical mindset, the Senior Information and Knowledge Management Analyst will play an integral role in collating, drafting, and analyzing data to ensure coherent information management across the region and contribute to the effective decision making processes. This also includes providing relevant political and humanitarian analysis, pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used at the regional level. The incumbent will also promote the effective use of information and the institutionalized management of information and knowledge products (data systems and analysis, policy documents, training materials, internal management procedures and systems etc.).

The successful candidate will translate data into information, information into insight and insight into organizational decisions.

 

 

Key Accountabilities (not all-inclusive) :

  1. Contribute to the development of systems and tools that support effective OIM, performance reporting and inter-agency information management in line with WFP and UN policies and practices ;
  2. Provide technical advice, governance and oversight to Country Offices on the integration of OIM & PR policies and guidance into established systems to drive the quality, consistency, standardization of information management and performance reporting across WFP ;
  3. Collate and disseminate information from media and local internal and external sources to maximize the exchange of information between units in WFP (Country Office, Regional Bureau and/or HQ), providing operational awareness and understanding of events that may have humanitarian and/or operational impact ;
  4. Collate, analyze and communicate the ‘Essential Elements of Information’, pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used at country, regional and corporate level ;
  5. Support implementation of the SPR Intelligent Next Generation system (SPRING), leading the preparation of Standard Project Reports (SPRs) and Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation and logistics functions to ensure consistency and overall quality of information ;
  6. Collaborate with counterparts in other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information ;
  7. Collaborate with counterparts in WFP Divisions, supporting performance of activities and ensuring an aligned and consistent approach to information management, analysis and performance reporting ;
  8. Enhance the capacity of WFP staff, partners and governments to effectively manage operational information and performance reporting through conduct of disaster management simulations and provision of the relevant OIM & PR training ;
  9. Participate as task force/working group member to define Corporate Performance Reporting Improvements.
  10. Contribute to the development of OIM & PR related normative guidance as required. Support initiatives for developing improved, streamlined and harmonized OIM & PR.
  11. Contribute to the development, implementation and assurance of defined quality standards in all processes and products ;
  12. Support the CO in emergencies by overseeing the preparation, organization and support for Operational Task Forces (OTFs) and ensuring accurate reporting and dissemination of decision making to COs, RBs and HQ ;
  13. Other as required.
