About WFP :

WFP Egypt is embarking on a new Country Strategic Plan 2018-2022 which addresses four results: everyone has access to food, no one suffers from malnutrition, food systems are sustainable, and institutional capacity is strengthened. In partnership with the Government of Egypt, WFP provides school meals for up to vulnerable children and their family members, improved livelihoods of smallholder farmer and Bedouin communities on an annual basis and combats malnutrition.  Moreover, WFP implements a nutrition-specific intervention addressing the first 1,000 days of life and supports food insecure Syrian refugees in Egypt with food vouchers and resilience building activities.  All these activities are being carried out by a multi-sectoral Programme team under the leadership of the Head of Programme.

Standard minimum qualifications :

Education : Bachelor degree in Economics, Social Science, political Science, or any another related functional area

Experience : Six or more years of progressively responsible work experience in the development area or any other related field.

Language : Fluency in both oral and written communication in English and Arabic

Organisational context :

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

job purpose :

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

Key accountabilities : (not all-inclusive)

  • Involve and inform communities and community leaders about the livelihood’s activities ;
  • Support the organization and facilitation of training sessions for technical teams and assisted communities ;
  • Arrange and participate in relevant WFP and counterpart training workshops as a resource person/trainer, coordinate and implement retailers & CP training for CBT program for Refugees ;
  • Coordinate and monitor the implementation of the assistance programme at the local level in close collaboration with the implementing partners ;
  • Supervise the efficient distributing of vouchers at the site and ensure proper distribution  of entitlements and verify appropriate entitlements are distributed and provide feedback  to Field Officers and others on the distribution ;
  • Assist in conducting regular meetings of refugee leaders and implementing partner  on the commodity pipeline, distribution arrangements, food entitlements and other relevant issues ;
  • Assist in the implementation of the plan of action, review achievement and constraints and provide feedback accordingly.
  • Assist the Prgramme Policy Officer and implementing partners in encouraging women’s access to economic skills development and sensitizing public opinion on gender issues and   gender focused activities ;
  • Cordinate and communicate with local partners, agencies, NGOs and government institutions to implement vocational training program for beneficiaries ;
  • Maintain up-to-date records and data on all implementation, CPs reports/invoicing and  monitoring documents, with record of follow-up actions .

Additional Responsibilities :

  • Establish and maintain an efficient vucher planning, distribution and tracking system  with both implementing and retailer partners to ensure detailed and timely distribution  and redemption reports ;
  • Cmmunicates and reports the monthly consolidated output distribution matrix,monthly pre/post-distribution planning, debriefing and review meetings with WFP team, UNHCR and partners ;
  • Create a detailed tracking system and schedule f key programme tasks for the monthly cycle and enforced systemized processes between programme and PI unit for documenting and responding to beneficiary posts/complaints on social media ;
  • Ensure that prcurement, development and distribution of materials and equipment are timely and according to procedures.
  • Prepare and reprt on monthly planned, distributed and redeemed distribution figures, reports reflecting updates, challenges and recommendations for each distribution cycle ;
  • Respnsible for the preparation of the consolidated output distribution matrix monthly ;
  • Supprt, and on ad hoc basis own, the preparation of reports such as SitRep, dashboard,weekly updates to be shared with REC and UNHCR ;
  • Cordinate with Retailers on monthly sharing of beneficiary lists, cards printing, redemption reports and financial matters ;
  • Ensure that technical and administrative supprt is provided to Cash for Work Community project ;
  • Perfrm any other duties as assigned by supervisor .
