WFP recruits a  Programme Assistant (COMET) SSA5 – Multiple duty stations – Maputo, Mozambique

Organizational context :

Reporting directly to the head of Partnership and FLA Management unit, this position is located in various duty stations in Mozambique.

Job purpose :

The aftermath of cyclone Idai has created a situation in which hundreds of thousands of people require immediate food assistance for survival in significant parts of Sofala, Manica-, and Zambezia province. Prolonged assistance will be necessary for large parts of the affected population until the next harvest of 2020. To check if this assistance is delivered properly, and to account for the large amounts of food assistance provided and beneficiaries reached, presence of Monitoring- and COMET dedicated staff on the ground is crucial. Therefore, it is imperative that the (new) sub-office of Beira has a national Monitoring/COMET focal points in place.

Under the supervision of the Emergency M&E Officer in Beira, and in liaison with the Country Office M&E Officer, the incumbent will be responsible for the below duties that are not exhaustive.

 

Key accountabilities  (not all-inclusive) :

  1. Coordinate and supervise Field Monitors ;
  2. Lead the overall arrangements for field exercises: team dispatch, recruitment of enumerators, management of field tools and vehicles, and making necessary arrangements for training events, workshops and meetings ;
  3. Communicate with field monitors, enumerators, partners or counterparts on any issues related to field work, data collection or data reception ;
  4. Liaise with other units (admin, finance, procurement, and ICT) to follow up on processes or resolve issues and clarify or obtain additional information ;
  5. Maintain accurate records and files within the field of work ;
  6. Draft correspondence related to the field of work ;
  7. Assist in managing field data collection exercises, specifically in designing field plans, outlining timeframes, training field monitors and enumerators and following up on all related administrative issues;
  8. Conduct supervisory and spot-check field visits to monitor food distribution, post distribution and any other assessment or field exercise as required ;
  9. Train field monitors and enumerators on the use of the different standard Monitoring formats and how to insert the data into the databases ;
  10. Provide technical support and guidance (for example on ODK) to field monitors, enumerators and partners’ staff as required ;
  11. Consolidate distribution reports on a monthly basis through COMET and report on outputs (number of beneficiaries, tonnages, vouchers redeemed, etc.) ;
  12. Use COMET implementation module to track the program cycle (partnerships, FRNs, outputs) ;
  13. Provide a daily update on beneficiaries reached and MT. distributed;
  14. Provide any other tak as required.

Standard minimum qualifications :

Education :

Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience :

At least five years of relevant experience in the functional area.

Knowlwdge and skills :

  • Good knowledge of Excel, and preferably SPSS and/or ONA, and high standard computer literacy ;
  • Good communication skills; bility to provide short briefings and communications clearly and concisely, both orally and in writing ;
  • Ability to multy task, and respond simultaneously and in a timely fashion to demanding job requirements ;
  • Ability to prioritize a heavy workload, demonstrate judgement, initiative, alertness and emotional stability, especially in emergency situation ;
  • Good coordination and control skills to act swiftly and adequately in case of emergencies and resolve operational issues promptly ;
  • High sense of discretion and integrity ;
  • Client orientation and ability to establish effective working relationships in a multy-cultural, multi ethnic environment ;
  • Ability to work in a team.

Language : Fluency in both oral and written communication in English and Portuguese Languages.
