Organisationel context :

The Regional Monitoring team is providing technical support and oversight to 17 countries during their implementation of the Country Strategic Plans (CSP). The team guides and ensures that the CSP Monitoring, Review and Evaluation plans will provide the most relevant and strategic information toward achieving expected results while being compliant with WFP corporate monitoring and evaluation requirements.

COMET (Country Office Tool for Managing Effectively) is WFP’s comprehensive online tool to design, implement and monitor programmes and to improve organizational performance. COMET enables WFP Country Offices to capture all operational data in one platform including planned and actual distribution figures by partners, locations and beneficiary groups, programme outcome data, and partnership agreements. COMET is the backbone for monthly operational management and also feeds into WFP reports, including the annual country report (ACR).

COMET is part of the regional monitoring team, led by the Regional Monitoring Advisor. The Monitoring Associate (COMET) will work under the direct supervision of the National Monitoring Officer (COMET)

Standard minimum qualifications :

Education:Completion of a first-level university degree. in one of the following fields : social sciences, statistics, development economics, epidemiology, performance management, monitoring, and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

 

Experience:Six years of relevant professional work experience in data management/reporting online/offline tools and programme cycle, including implementation, supply chain networks and reporting. Experience in international development or humanitarian work in a multi-national environment is desirable.

 

Knowledge & Skills:
  • knowledge of information management principles, with the ability to analyze and present data for different reporting and management purposes.
  • Practical knowledge on programme implementation including supply chain networks and reporting is required,
  • knowledge of data quality control and assurance mechanisms, how to work with relevant technology and procedures to collect; organize, share and use corporate information;
  • excellent command in MS Office, particularly Excel and PowerPoint;
  • technical skills on visualization methods and tools and data quality control tools; ability to provide support remotely.
Languages:Fluency (level C) in English and Arabic languages.

Key accountabilities :

  1. Provide technical support and assist in the implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines ;
  2. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines ;
  3. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities ;
  4. Collect and summarize assistance programme(s) data, collaborating with CO focal points where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making ;
  5. Provide standard training for COs and stakeholders on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.

Specific Tasks for COMET function :

  1. Ensure accurate, timely recording of data in WFP corporate system (e.g. amount of cash and tonnage of food distributed, food release notes and partnerships)  ;
  2. Support and review any data requested for audits, corporate and donor reporting ;
  3. Guide and support COs’ resource migration exercise to migrate stocks from one Country strategic operation to another ;
  4. Follow up on the availability and quality of the data required for COs’ annual country reports (ACR) and help in reviewing ACR documents ;
  5. Analyze and report on COs’ planned number of people assisted, distribution of food, and commodity movements, help provide guidance, resolve issues and escalate where appropriate, to ensure that the quantity of commodities distributed and handed over, and the quality of the operation is in line with WFP standards ;
  6. Develop and regularly update regional interactive dashboards, storyboards and other visualized information packages using data available in WFP corporate system (COMET) to be used by relevant staff at regional and country level ;
  7. Provide administrative support to COMET team workshops, online training, and other kinds of capacity building ;
  8. Upon demand, conduct in-country missions and help in providing face-to-face and online training to support country-level focal point capacity for higher performance ;
  9. Any other duties as required .
