Organizational context :
This job is based in the Sub-Office Somali Region. The Job holder will report to a Head of Human Resources Office.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed.
Job purpose :
To support the delivery of a professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities.
Standard minimum qualifications :
Education and Experience : Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
Experience: Typically, one or more years of postgraduate professional experience in Human Resources with an interest in international humanitarian development.
Language:
- Fluency in both oral and written communication in English ;
- Knowledge of the local language is added advantage.
Key accountabilities and responsabilities : (not all-inclusive)
- Support in the development of country specific plans and processes and support the delivery of HR operational activities or projects to meet business needs and local objectives ensuring alignment with wider WFP strategy ;
- Respond to queries from line managers and staff, understanding their issues and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them ;
- Ensure the effective management of employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements ;
- Support and deliver onboarding activities to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization ;
- Contribute to building and managing talent within WFP, working with line managers to understand their needs and organizing solutions to recruit, retain and develop a high caliber workforce to deliver the business objectives;
- Support with organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places in order to improve efficiency ;
- Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders ;
- Lead and facilitate performance management sessions, reinforcing rigor & quality conversations and evaluation .
Additional accountabilities and responsabilities :
- Implement a robust learning and development plan for the Area Office leveraging available resources to build a learning culture ;
- Be the focal point for Capability for the Area Office and in close liaison with the Country Office team, develop a Learning Calendar to be deployed across Somali Region ;
- Champion the utilization of We Learn through innovative and creative solutions that will foster a culture of organizational learning ;
- Conduct straight forward data analysis under close guidance of the Head of HR, in order to support line managers on projects to enhance efficiencies ;
- Maintain and share knowledge of best practice and support the development and implementation of new/improved HR policies, systems and procedures to ensure they are reflective of legislation and support WFP effectively ;
- Lead and motivate junior HR staff, monitoring performance, providing coaching, training and guidance to ensure appropriate development and enable high performance ;
