Standard minimum qualifications :
Education:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
National Professional: Fluency (level C) in English language and the duty station’s language, if different.
Organizational context :
These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.
Job purpose :
To provide support to policy and programme activities that effectively meet food assistance needs. Under the Supervision of the Deputy Country Director, the incumbent will be responsible for the following duties:
- Oversee the school feeding Programme unit in Brazzaville, and liaise closely within the school feeding Programme colleagues in the sub-offices.
- Manage the implementation of WFP’s school feeding Programme in Congo, ensuring compliance as per donors’ requirements.
- Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider Programme policies and guidance.
- Plan food distributions and monitor the food supply in schools in collaboration with the Education ministry and the PTA;
- Identify additional schools that could benefit from WFP assistance in partnership with the ministry of Education
- Train the Field Aids Monitors, the Ministry of Education School feeding focal point, teachers and PTAs and canteens management committees on the implementation of school feeding Programme and on how to report on school feeding activities.
- Ensure process monitoring is conducted regularly in all schools in collaboration with the M&E unit.
- Gather output and outcome indicators data related to the school feeding Programme..
- Ensure that distribution reports are timely received and data are reconciled and recorded in COMET
- Contribute to the preparation of accurate and timely reporting on programs and activities that enable informed decision making and consistency of information presented to stakeholders.
- Support the design and implementation of WFP’s efforts to build government school feeding capacity.
- Research and analyze a range of policy and operational issues to inform the development of policies, programs and activities.
- Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
- Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
- Contribute to fund raising activities for School Feeding.
- Ensure appropriate management of Funds received for the activity in respect of the TOD/TDD.
- Contribute to the design and implementation of appropriate modality (cash, food) in School Feeding activity.
- Perform others task if required.

7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.
9. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
