Organizational context :

Mozambique, with an estimated population of 25.8 million people, is classified as a low-income, food-deficit country, ranked 180 out of 188 countries on the Human Development Index. Mozambique is one of the most disaster prone countries in the world; while the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and in poorly drained urban settlements. The regularity of these events perpetuate a cycle of vulnerability and emphasize the need for adequate disaster preparedness, prevention and management. Two decades ago, Mozambique was one of the most impoverished and capacity-constrained country in the world. Over the past decade, Mozambique, has ranked amongst the top ten fastest growing economies in the world, however strong and steady economic growth has not been translated into a proportionate reduction of poverty.

The overall objective of WFP in Mozambique is to support the government in achieving the Sustainable Development Goal 2 (SDG2 – End hunger, achieve food security and improved nutrition and promote sustainable agriculture). Based on national development priorities, WFP Country Strategic Plan (CSP) 2017-2021 aims to support long-term recovery and resilience and contribute to addressing the underlying causes of food insecurity and malnutrition in Mozambique. In line with its corporate strategy, WFP Mozambique strives to meet the needs of the 1 million beneficiaries it serves with the most effective support, be it in-kind food, cash, vouchers or a combination of all three.

Through conducting the relevant assessments, WFP determines locations where use of Cash Based Transfers (CBT) is appropriate, effective and efficient to provide food assistance.  Through its CSP, WFP plans on a continuous increase in its CBT portfolio including both cash and vouchers in all areas where CBT proves to be feasible and effective, thereby allowing beneficiaries to redeem locally preferred food items while simultaneously strengthening local markets. Furthermore, In an effort to encourage continued coordination, WFP is co-chairing a Cash Working Group (CWG) with membership open to other UN agencies, I/NGOs, governments and donors. The CWG acts as a platform for knowledge sharing, response preparation and advocacy on topics relevant to CBT.

 

Job purpose :

Under the direct supervision of Programme Head of Sub office, the Nutrition Programme Assistant (NPA) will support and build the districts authorities and cooperating partners (CPs) capacities in implementing and monitoring WFP supported nutrition interventions in Tete province.

The Nutrition Programme Assistant through the following tasks will contribute to strengthen skills and build capacities of government authorities at Provincial level and district level, through mentoring, coaching and on-the-job training

 

Key accountabilities (not all-inclusive) :

Under the guidance of the Programme Policy Officer, the incumbent will perform the following tasks:

  • Act as procurement, administrative and financial focal point following up on the various requests from both Sub Office and Country Office to support CBT implementation ;
  • Maintain tracking sheet of payments to partners, suppliers and relevant entities involved in CBT implementation ;
  • Support communication and activities with local partners, agencies, NGOs and government institutions;
  • Support, in collaboration with the Monitoring and Evaluation (M&E) Unit and the SOs, the consolidation of outputs monitoring reports, including but not limited to number beneficiaries reached with gender/age breakdown and amounts transferred ;
  • Review Field Level Agreement (FLA) packages and follow up on approval process of all agreements;
  • Regularly attend both internal and external Cash Working Groups (CWGs), taking minutes of meetings and following up on all identified action points from the meetings ;
  • Work with Procurement unit on establishing Long Term Agreements (LTAs) for all regular requests;
  • Maintain tracking sheet of availability of visibility items at field level, and ensure all areas are covered with appropriate visibility items ;
  • Basic translation of communication material where required ;
  • Perform other related duties as required.

 

Deliverables :

Standard minimum qualifications :

Education: 

Completion of secondary school education. A post-secondary certificate in the related functional such as Political Science, Economics, Statistics, Information Management or Project Management, Social Sciences or other relevant field area, is desirable. A university degree will be an advantage.

Experience: 

Typically, 3-5 year or more of graduate professional experience in a relevant field of work, with a background and interest in international humanitarian development, with working knowledge on Cash Based Transfers.

Language:

Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

 

Other specific job requirements :

  • Excellent communication, coordination and facilitation skills ;
  • In-depth knowledge of spreadsheet software, such as Excel is required ;
  • Ability to work in a team, and establish effective working relation with person of different national and culture backgrounds ;
  • Good computer knowledge and skills ;
  • Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner ;
  • Provability to handle any other additional tasks as requested ;
  • Willingness to travel to the field ;
  • Solid organizational skills including attention to detail and multitasking skills.
