Position: 

Head of Finance and Administration Dept. at the Park Management Unit – WCS/FNN – Congo

Base: 

PNNN’s headquarters in Bomassa, Republic of Congo.

 

Objective

Ensure completeness, correctness, timeliness and integrity of the financial and human resources administration for the Nouabalé-Ndoki National Park Management Unit. Ensure efficient budgeting and financial reporting for the park, both internally and externally (donors and local authorities). Ensure efficient Human Resources management at the Park level, and mentor its staff. Ensure compliance with WCS financial, administrative, Human Resources policies and procedures, and with local laws in order to achieve park goals effectively and keep strict control on the resources allocation.

 

Relationships

The Finance and Administration Unit Director is based in the village of Bomassa (~750hab.), Republic of Congo, where the headquarters of Nouabalé-Ndoki National Park are located. Frequent visits to field sites and secondary bases are expected.

The position will report to the Director of the Park’s Management Unit, with a dotted line report to the WCS-Congo Director of Finance and Administration. The Head of Finance and Administration will maintain daily communications and close relationships with his/her homologues in other Departments.

The position supervises directly a team of approximately 6 staff – mainly Congolese nationals – in Bomassa and in secondary bases and field sites.

 

Responsibilities

  • Supporting the Park Director in strategic decision-making on finance and administrative matters.
  • Produce and coordinate the Park’s annual budget, in the most accurate and realistic manner, in coherence with the annual operational plan. Update this budget throughout the budget cycle, ensure adequate resources are available to achieve program activities and deliverables while meeting donor requirements, anticipate changes and challenges and plan accordingly.
  • Monitor expenses vs budget on a regular basis, analyze variances, suggest corrective actions if necessary.
  • Produces regular and adequate indicators to Park Director and Country Director of Finance and Administration to monitor financial health of the Park, produce and share relevant cost analysis.
  • Ensure proper implementation and respect of WCS policies and guidelines, design or adapt relevant local policies, procedures and tools for optimized management of the mission financial and human resources and awareness of realities of the context.
  • Train & coach all finance staff in the mission in all aspects related to accounting finance and budget, as well as coaching Park staff on financial and administrative procedures while sensitizing key executive staff such as Heads of Department and relevant managers on financial risks and the extent of their financial responsibilities.
  • Is responsible to assess and mitigate the financial risks of the Park, ensure that reliable internal control systems are in place, and financial ethics is respected within the mission.
  • Is responsible to coordinate and supervise local audits relating to accounting, tax, and labour matters as well as promote internal audits in coordination with the Country Director of Finance and Administration, in order to determine the legality and veracity of the accounts of the Park.
  • Is responsible for developing budget at proposal stage in compliance with WCS and donors’ requirements.
  • Prepare the financial reports to donors and submit to the Country Director of Finance and Administration for review.
  • Oversee the cash flow management of the Park, with the support of the Country Director of Finance and Administration.
  • Is responsible for the proper application of HR policies and associated processes (recruitment, payroll, briefing/debriefing, evaluation, professional and staff development training, capacity building, and internal communication) in order to ensure both the sizing and the amount of knowledge required to effectively support all finance and administrative activities at Park level.
  • Ensure that the administrative procedures related to taxes and payment of social security obligations are followed, and comply with established legal procedures in the country.
  • Represent the Park towards other actors at national level, and support the Park Director with representation at local level.
  • Maintain good working relationships with external partners (government officials, local suppliers, projects partners, etc.).
  • Process requests from technical departments (Research, Anti-Poaching, Community Development, Aviation, etc.) and support department (Logistics) professionally and in due time.
  • Perform tasks delegated ad hoc by the Park Director.
  • Help in defining, monitoring, evaluating and ensuring the implementation of the overall supply strategies/activities in the park, and propose adjustments where needed.
  • Participate to reporting efforts on a monthly, quarterly and annual basis.
  • Conduct regular field visits to meet the objectives stated above.
  • Other duties, as assigned by the supervisor.

 

Expériences / Formation du candidat

Experience and qualification

  • Bachelor degree in Business Administration, accounting major preferred. MBA or CPA a plus.
  • Demonstrated ability in the development and implementation of financial policies and procedures.
  • Significant experience with the financial management of government and agency grants and contracts, experience with US Government grants and EU a plus.
  • At least two years of experience managing a financial area for an international corporation or not profit organization.
  • Excellent computer and systems skills required with respect to MS Office applications (advanced skills in MS Excel required) and major financial accounting and reporting software (SAP or equivalent).
  • Experience working in a developing country setting.
  • Good communication skills, both written and verbal, as well as strong analytical skills.
  • Effective “roll up the sleeves” work ethic, with attention to detail.
  • Proven managerial skill and ability to work in a team setting within an organization.
  • Willingness to travel to field sites.
  • Willingness to live in a remote site with basic amenities, but beautiful wildlife.
  • Capacity to live in community in a remote area and to integrate socially into a multi-cultural environment.
  • Willingness to contribute to the protection of Congo’s flora and fauna

 

Langues parlées

  • French and English language fluency.
