Duties :
The incumbent is a member of the USAID Niger Country Office (USAID/Niger). The purpose of this position is to serve as USAID/Niger’s Supervisory Administrative Assistant. The incumbent is supervised directly by the U.S. Direct Hire (USDH) Country Representative. S/he manages Office-wide administrative functions in support of program implementation. S/he is responsible for ensuring the timely provision of high quality administrative and logistical support services to USAID/Niger. The incumbent will work in conjunction and coordination with USAID/Senegal to provide support and guidance to the Niger office including human resource management, training, communications and records, information technology (IT), and general services support.
The incumbent has supervisory responsibility for the overall administrative actions and supervises the office’s administrative assistants, including the IT assistant. In this capacity, the jobholder will be responsible for training other USAID/Niger administrative staff. The incumbent is an integral member of USAID/Niger Management Team. S/he must be flexible, function independently, and be able to manage and prioritize multiple, time-sensitive tasks. The jobholder performs a comprehensive range of administrative, financial, logistical, and information functions in support of USAID/Niger’s mandate. S/he is tasked with special assignments and reports related to administrative functions; serves as business advisor and functions as a Cooperating Country National Personal Services Contractor (CCNPSC) expert on administrative and management matters.
Education :
Relevant university degree (Bachelor’s degree or equivalent in Public or Business Administration with emphasis in general business management or in Information Management) required.
Experience :
A minimum of six (6) years of progressively responsible demonstrated administrative experience. Performance is required in areas of general administration with proven skills in management, supervision, and leadership.
Job knowledge :
Knowledge of management principles, techniques, and practices preferred. Must have a good knowledge of, or the potential to acquire knowledge of, USAID policies, regulations, methodologies, and documentation. Must have knowledge of generally accepted business management principles and have an understanding of Nigerien Government laws, regulations (taxation, labor, procurement, and social security), and local business practices. Must possess knowledge on management of Information Technology and Communication systems.
LANGUAGE : Incumbent must be fluent in English and French (level IV), speaking and writing. These may be tested.
