Region and Project Overview :

The Global, Latin America and the Caribbean, and West Africa Region has projects spanning various health areas, including HIV/AIDS, TB, MNCH, and malaria, and in cross-cutting areas such as health systems strengthening, community mobilization, quality improvement (QI), and social and behavior change, among others.

URC is seeking a Program Director (PD) to lead and manage the Nigerien Armed Forces Partnership for Sustainable HIV/AIDS Epidemic Control Project (Niger DHAPPThe overall goal of the project is to support Niger’s Ministry of Defense (MOD) to ensure HIV epidemic control by reducing the number of new HIV infections and other sexually transmitted infections (STIs) among members of the Nigerien Armed Forces (FAN), their families, and the civilian communities served by the FAN health services. The project directly supports the MOD to aggressively scale-up the military ART program to achieve the UNAIDS 90-90-90. Key program interventions areas include HIV care and treatment, HIV Testing Services (HTS), HIV clinical monitoring systems, and HIV prevention.

 

Roles and Responsibilities :

The PD will provide the overall strategic direction and technical oversight for Niger DHAPP. S/he also will have the primary responsibility of liaising with DOD, the FAN, and other key health stakeholders in Niger. As part of overseeing and ensuring successful program implementation, the PD is expected to guide the technical vision and program approach along with managing project teams and consortium partners. The PD also will safeguard the project’s and URC’s resources by complying with award terms and conditions, United States Government (USG), and all other applicable policies and regulations, mitigating risks of fraud, waste, and abuse in all aspects of project operations and administration.

The PD’s roles and responsibilities include, but are not limited to, the following :

  • Provide technical leadership and managerial oversight for the project ;
  • Provide overall support during program implementation, including overseeing key personnel, technical project support, and all other sub-grantees involved ;
  • Strengthen and maintain relationships, coordination and engagement with all stakeholders and serve as principal liaison to DHAPP, FAN and other partners ;
  • Manage all staff and ensure timeliness, quality, and efficiency of all deliverables, including work plan development and implementation ;
  • Ensure efficient function in administrative and financial processes and maintain adequate internal controls ;
  • Ensure monitoring and reporting of project results, and direct quality control mechanisms throughout the life of the project ;
  • Report to DOD regularly to ensure transparency and awareness of project development and implementation, remaining cognizant of issues as they arise ;
  • Coordinate all external technical assistance ;
  • Represent the project at meetings with donors, MoH officials, roundtables, working groups, and conferences ;
  • Lead efforts to develop new business/program opportunities in-country, such as identifying and developing opportunities, leading proposal capture efforts, coordinating resources at the country level, and contributing to the proposal process including technical design and budget development ;
  • Work closely with URC HQ Office staff to ensure effective, timely, and coordinated responses to new program opportunities

 

Minimum Qualifications :

  • Demonstrated experience in Niger preferred. Nigerian nationals are strongly encouraged to apply ;
  • Master’s degree in health or social sciences, or a related advanced degree relevant to the field of global public health ;
  • A minimum of 10 years of experience designing, implementing, and managing national, priority health service projects, ideally HIV/AIDS, in developing or middle-income countries ;
  • Strong technical knowledge and leadership skills and demonstrated experience in HIV/AIDS programming, health systems strengthening/QI, and governance ;
  • Prior experience working with DOD and other international donors and knowledge of US Government policies, regulations, and procedures ;
  • Ability to analyze and interpret large amounts of data and clearly present it to decision-makers ;
  • Demonstrated experience interacting with host county governments and counterparts and international donor agencies ;
  • Excellent communication and presentation skills in English and French, demonstrating an ability to communicate with various audiences including stakeholders, partners, and donors ;
  • Excellent interpersonal, facilitation, team building, and coordination skills ;
  • Fluency (oral and written) in English and French.

 

Desired Experience and Qualifications :

  • Licensed Doctor of Medicine, or Ph.D. in public health, medicine, social sciences or a related field is an advantage ;
  • Working knowledge of and/or experience with USG-funded program management, policies, regulations, and procedures are desirable ;
  • Strong strategic planning and diplomacy skills ;
  • Ability and willingness to travel to international locations, as needed ;
  • Excellent negotiation skills with demonstrated capacity for negotiating with senior government officials or executives.
