UNOPS  recruits an Engineer – Bamako, Mali

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Head of Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Head of Cluster who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.

One of the main objectives of the Peace and Security Cluster is to rapidly deploy project personnel to the field. To accomplish this, it has established a Pool of Experts, from which it deploys and re-deploys personnel in order to fulfil personnel vacancies.  A Pool of Experts is a roster of specialists whose technical knowledge and personal suitability has been evaluated and approved in advance, allowing them to be deployed on short notice and in short order.   Pool members can be deployed on any of UNOPS contract modalities: FTA, TA, or I-ICA (International Individual Contractor Agreement).

The Engineer will work under the direct supervision of the Deputy Programme Manager (DPM), and in close collaboration with the Support to National Authorities Project Manager (StNA PM).

He / She will manage the assignment, coordinate the work of team members under his/her supervision as applicable and work in partnerships with the Project Managers and technical experts, such as Weapons and Ammunition Management (WAM) officers to the best interests of the mission.

The Engineer is responsible for the completion of all infrastructure projects for the Mali programme to a high standard and within budget and required timeframes. The Engineer will be working in complex and challenging environments with limited resources. The Engineer will be working in both mixed and direct implementation of diverse structures, to be rehabilitated and/or constructed (ammunition depots, armouries, camps layouts, training centres, etc.) and this will require resourceful and innovative thinking to accomplish work packages. The Engineer will manage the assignment, coordinate the work of team members under his/her supervision, as applicable and work in partnerships with Project Managers, Head of Support Services (HoSS) and technical experts, such as Weapons and Ammunition Management (WAM) officers, to the best interests of the mission.

The following are the functional responsibilities :

• Provide advice and coordination on all potential and ongoing infrastructure works ;
• When possible, propose innovative solution for infrastructure projects in remote areas ;
• Review and/or develop written Standard Operating Procedures (SOP) for all aspects and stages of infrastructures projects, including general infrastructure and specific infrastructure, in accordance with UNOPS Design Standards, International Ammunition Technical Guidelines (IATG) and International Mine Action Standards (IMAS) ;
• Review and, where appropriate conduct technical assessment for all planned infrastructure projects required for the Mali programme. Provide advice on feasibility, costings, timelines and requirements for compliance with; UNOPS Design Standards, International Ammunition Technical Guidelines (IATG) and International Mine Action Standards (IMAS) as applicable ;
• Provide 2D and 3D graphic documents and renderings ;
• Submit Design Briefs in accordance with UNOPS Design Manual, for all planned infrastructure projects including; conceptual designs, specifications, standards, budget estimates, timeframes and strategies for execution ;
• For all infrastructure projects approved to proceed to proceed, prepare Final Design documentation, in accordance with UNOPS Design Manual requirements, including: Scope of Works (SoW), site information, budget, specifications, schedules, Bill of Quantities (BoQ), calculations and construction drawings ;
• Liaise with UNOPS IPMG Design Review unit during the design process, to ensure compliance with UNOPS Design Planning Manual for Buildings and obtain UNOPS Certificate of Design Review Compliance, by submission of complete Design documentation for review and approval, through UNOPS Peer Reviewer where appropriate ;
• Submit requisition for all approved infrastructure projects and coordinate with Procurement unit to complete the procurement process, including: development of relevant tender documents, evaluation of tenders and issuing of works contracts ;
• Supervise the implementation, execution and closure of infrastructure projects to ensure they maintain quality, progress, compliance with the regulatory approval conditions, compliance with contract and design requirements, specifications and standards and compliance with UNOPS Design regulations and procedures. This is to include regular assessments and evaluations of contractor performance and resources and prepare regular updates on status and budget of works for hierarchy, Projects Managers and HoSS ;
• Implement quality controls (QC) procedures, to ensure all infrastructure projects are correctly initiated, managed, monitored, reported and closed in accordance with UNOPS policies and procedures. Establish works progress and performance measurements, and prepare progress certificates for contractor payments ;
• Identify the issues on progress, quality or budget and resolve them in consultation with hierarchy, Projects Managers and/or HoSS; and approve variation requests/time extensions from the contractors ;
• Ensure that lessons learned and challenges are documented throughout the project stages and shared with hierarchy, Project Managers and/or HoSS ;
• Ensure final reports and handover reports are completed on time and to the required quality ;
• Provide proactive performance management for all supervised personnel ;
• Conduct ongoing training of programme engineering personnel, and those involved in infrastructure processes, through the develop of toolkits and guidance, presentations and ongoing on-the-job training ;
• Participate and provide technical input in recruitment of technical or any other staff assigned ;
• Update and maintain project documentation and filing system ;
• Performs any other related duties as may be assigned .

 

Education:

• Advanced University Degree (Masters Degree or equivalent) in Engineering in relevant subject matter such as Civil Engineering, Structural Engineering, Construction Management or Architecture, with an additional 5 years of relevant experience, OR ;
• First level University degree (Bachelors Degree or equivalent) in Engineering in relevant subject matter such as Civil Engineering, Structural Engineering, Construction Management or Architecture, with an additional 7 years of relevant experience.

Work Experience :

• Relevant experience is defined as experience in construction planning, design or construction management ;
• Experience in 2D and 3D modelling is required ;
• Experience in infrastructure assessment is required .
