Background and Justification
The Global Communication and Public Advocacy Strategy, which guides the work of the Strategic Communication, is grounded in UNICEF’s fundamental conviction that all children have an equal right to survive, to thrive, and to fulfil their potential – to the benefit of their societies and a more equitable world. To help translate this commitment to child rights and equity into resources and action for children, it is required to build a more coordinated, consistent, and cutting edge communication and public advocacy that both embraces and leads change.
At Chad CO level, its specific objectives are: (i) to sustain and expand UNICEF’s leadership as a credible and trusted voice for children; (ii) and using that voice, to be able to reach a large audience online but also offline and raise awareness about the rights and well-being of children; (iii) and with that expanded reach, to have developed the means to engage regularly citizens to take action and demand change for the most vulnerable, excluded and disadvantaged children.
The UNICEF Chad CO Office has made digital communication, donor’s visibility and partnerships a priority to achieve these goals and achieve better results for children, in line with the 2017-2021 Country Programme. Given the multiple communication initiatives throughout the Global Communication Strategy, UNICEF Chad now requires the recruitment of a Content Production Consultant (P2) for optimal emergency communication and campaign development and implementation through content creation.
Specific Objectives:
- Support the conceptualization, planning, execution, monitoring and evaluation of an advocacy and communication strategy to leverage better results and mobilize resources for the most vulnerable children and women in Chad.
- Use a number of digital and social media channels, and make recommendations regarding current and future social media platforms and innovation technologies to use in order to increase UNICEF Chad’s global outreach and youth participation.
- Develop and produce multimedia products and online campaign narratives to advance UNICEF Chad’s mandate and to better profile children’s rights.

Outcome 8: By the end of 2021, the country programme is efficiently designed, coordinated, managed and supported to meet quality programming standards, to achieving results for children.
Output 8.4. UNICEF staff and partners are provided tools, guidance and resources for effective communication on child rights issues with stakeholders.
Activities in the work plan:
– Development and implementation of campaigns, communication products for advocacy targeting the general public and particularly youth aiming at increasing their knowledge about their rights and promote their participation as responsible citizens.
Activities and Tasks:
Advocacy and Partnerships
- Implement the 2017 Content Production and donor’s visibility Plan and provide communication inputs to the donor reports and Emergency Situation Reports;
- Bring story-telling to a new level through effective multimedia and multi-platform digital communication. This may include press releases, fact sheets, newsletters, key messages, media kits, human interest stories, blog posts, etc., following UNICEF editorial guidelines;
- Assist in producing and disseminating materials/content/messages to UNICEF RO, DOC, NatComs, broadcasters and print publications ;
- Adapt global campaigns to the specific context of Chad in a “glocal” approach;
Communication and Media outreach
- Produce content or supervise outsourced content production and communication materials on the Lake Chad Crisis and other potential crisis that might arise in the country. Assist the team with media outreach among international and regional media about UNICEF Chad priorities;
- Support organization of field visits: Media, donors, NatComs, and influencers (Youtuber);
- Assist HQ and the Regional Office in identifying and feature stories and other materials to facilitate global/regional advocacy and fundraising activities, particularly in support of National Committee efforts to mobilize resources. Ensure regular inputs to Geneva, NYHQ web for profiling Chad programme and results;
Digital engagement and Multimedia production
- Contribute to the strategic development of digital initiatives including the use of innovative digital technologies for youth engagement and empowerment. Contribute to increase digital engagement with young people for UNICEF campaigns and initiatives;
- Develop and disseminate social media content for UNICEF’s platforms, including production of digital/online campaigns ;
- Produce or supervise outsourced content production high quality multimedia products (shooting and editing) on key programme priorities including WASH, health, HIV, nutrition, protection and education following UNICEF editorial style;
- Film, edit and work with video files in multiple formats highlighting UNICEF’s work.Work relationships: The consultant will work in close collaboration with programmes and field offices in order to identify potential stories, especially when coordinating media/NatComs visits.In addition, the incumbent will liaise with the Partnerships section to produce high quality content for donors and contribute to donor reporting.
Outputs/Deliverables:
- Materials/content/messages are disseminated to UNICEF RO, NatComs, media and other partners.
- Communication materials on the Lake Chad crisis and other potential crisis that might arise in the country are produced or facilitated.
- Content for UNICEF’s social media platforms, including digital/online campaigns is regularly produced and performance monitored.
- Field visits with Media, donors, NatComs supporting UNICEF Chad priorities are organised as required.
- Stories and other materials to facilitate global/regional advocacy and fundraising activities, particularly in support of National Committee efforts to mobilize resources are identified and shared with the Regional Office and HQ.
- Digital initiatives including, innovative digital technologies for youth engagement are launched as per office needs.
- Quality multimedia products (shooting, editing and writing) on key programme priorities including WASH, health, HIV, nutrition, protection and education highlighting donor’s visibility are produced and widely disseminated
- Activities around World Children’s Day are coordinated as necessary and communication materials produced and disseminated.
- Inputs for donor reports and SitReps submitted on regular basis

Desired competencies, technical background and experience
- Qualifications required:
- Associate degree or equivalent in communication, film and documentary-making, videography, multimedia and/or other related field.
- A minimum of three years of relevant professional work experience in communication, print, broadcast media or interactive digital media.
- Proven experience in photography, videography, video editing, and/or writing.
- General ability to draft ideas and concepts, clearly and concisely, in written and oral form; specific skills in writing press releases and articles/stories for traditional and electronic media.
- Proven ability to research, analyse, evaluate and synthesize information.
- Strong planning and organisational skills.
- Proven ability to effectively manage relationships with media representatives, government officials and other UNICEF partners.
- Proven ability to work as part of a team and have a strong understanding of UNICEF/UN programmes is an added value.
- Solid media contacts and knowledge of current theories and practices in communication research, and the role of mass media is an asset.
- Knowledge of computer systems, internet navigation and various office applications, specifically graphic Design (Adobe Creative Suite) and video editing.
- Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.
- Ability to cope with stressful and difficult conditions and political/cultural sensitivity and ability to work in international and multicultural environment.
- Experience working in emergency context and for a UN agency and programmes, is an added value.
- Languages:
- Fluency in French and English is required, both writing and speaking; excellent drafting skills as well as oral presentation skills.
