Objectives :

Four countries – Togo, Cote d’Ivoire, Mali and Niger – have joined the Safe to Learn initiative, in coordination with NYHQ and the West and Central Africa Regional Office (WCARO) to specifically address school-related gender based violence experienced by girls and young women and  to facilitate their access to education and learning.

Funding for the programmes to be implemented at Country Office level is provided by Global Affairs Canada (GAC), in line with the Charlevoix Declaration and Canada’s commitment to reduce barriers to girls’ education, including by working with partners to address gender-based violence and harmful practices in and around schools so that girls can access and benefit from quality education – Supporting Girls to be #Safe to Learn. Canada explicitly expressed an interest in supporting the Safe to Learn initiative alongside UNICEF on targeted programming for adolescent girls, within this framework.

For the purpose of maximising results across the countries, the four Country Offices are seeking to employ a roving consultant who provides all four countries with gender-specific technical assistance as well as with general programme coordination and reporting support.

Specifically, the consultant will be tasked with supporting the four country offices for (i) technical assistance to each country office in  implementing the Safe to Learn initiative ; (ii) developing a M&E framework (including beneficiary feedback tools) around the Safe to Learn initiative; (iii) reporting; (iv) knowledge management; and (v) advocacy and communication around the initiative including the development of Human Interest Stories.

 

Deliverables and Schedules :

The Consultant will be primarily responsible for providing coordination and technical assistance and quality assurance to country offices.

To qualify as an advocate for every child you will have :

The ideal candidate will have :

Education : Advanced university degree (Masters or higher) in the social sciences (i.e. sociology, demography, psychology, political science, social policy or economics), public health, public policy, public administration, international development, or another relevant field. Academic credentials in gender are a strong asset. A Bachelor’s degree with 2 additional relevant work experience might be accepted in lieu of the Master.

Experience :

• Minimum eight (08) years of progressively responsible professional experience and demonstrated track record of having designed, undertaken and /or led programming and / or research on gender equality in the key focus areas of this consultancy – education, gender-based violence or child protection especially at country/field level; ideally in the context of West and Central Africa. Direct experience in programming for gender equality in girls’ education and/or gender-based violence programming will be considered an asset ;
• Excellent communication, donor relations, cross-team collaboration and results-based reporting skills as they apply to child rights, gender equality and the empowerment of women and girls ;
• Ideally, the candidate also possesses M&E skills to support COs with reporting ;
• Professional work experience in programming and results-based reporting, including preparation of policy publications and communication products ;
• Demonstrated experience in writing and analytical skills (publication standard), especially in synthesizing complex information from varying sources and for multiple audiences, in both English and French ;
• Excellent communication skills, including ability to work across different sector experts and partners within and outside of UNICEF ;
• High degree of flexibility and initiative to adapt to multiple workflows ;
• Excellent organizational skills and ability to handle and complete multiple assignments with competing deadlines ;
• Knowledge of the work of UNICEF and rights-based approach.

Language : Fluency in English and French is required.
