Scope of Work :

Goal :The overall objective of this contract is to examine and document the experience of adolescent Self-Help Groupsto support further implementation and scale up of evidence-driven models (Adolescent Self-Help Groups) and review data on broader adolescent programming through ALL-IN.

Objectives : 

Specifically, this contract intends to:

  1. Conduct “ALL IN” data analysis ;
  2. Describe experience of Adolescent Self-Help Groups, including results achieved, success factors, gaps and challenges;
  3. Identify key elements/aspects of adolescent tailored HIV package of care and services based on selected desk review and Adolescent Self-Help Groups experience ;
  4. Identify key implementation considerations, as above ;
  5. Provide recommendations for further implementation and scale up.

This support is linked to the UNICEF/Ministry of Health 2018-2019 Rolling Workplan signed with the Ministry of Health output 2 – Increased access  and use of quality maternal, neonatal and child health care services, including PMTCT and Paediatric ART services, by pregnant and lactating women, neonates and infants particularly in the most deprived geographic areas, including emergency prone provinces and peri-urban Luanda in link with the result 8.

 

Activities and Tasks :

Under the overall guidance of the UNICEF Health Manager, in close coordination with the Responsible of “Institute Nacional de Luta contra SIDA” (INLS), National Directorate of Public Health, Paediatric Hospital David Bernadino and relevant partners (UNFPA, WHO, CAJ etc.), the incumbent is expected to perform the following functions:

  • Develop, in consultation with UNICEF health manager, a work plan outlining timelines per the terms of reference ;
  • Conduct a literature review of scientific and gray literature on ALHIV programming in Angola ;
  • Interview national programmes and key adolescent HIV implementers ;
  • Conduct field visits to two provinces (e.g., Huila and Benguela) with ALHIV interventions for a deeper understanding of ALHIV interventions implementation ;
  • Produce a summary report outlining ;
  • Current ALHIV programmes in Angola, with focus on adolescent Self-Help Groups, including results, strengths, gaps and challenges ;
  • Key elements/aspects of adolescent tailored HIV package of care and services ;
  • Key implementation considerations ;
  • Recommendations for further implementation and scale up as well as areas requiring further research and demonstration ;
  • Conduct an ALL-IN assessment on adolescents’ demographic, epidemiological, programme interventions and enabling environment for adolescent HIV, sexual and reproductive health issues to inform definition of priority populations, programmes and geographic settings to accelerate results for adolescents (methodology and tools to be provided by UNICEF) ;
  • Synthesize data and produce ALL-IN dashboard report and facilitate its technical validation by key relevant partners convened by UNICEF to define programme priorities for the country .

 Work relationships: 

  • The indicative duration and period for consultancy is of 1 month from 15 June to 15 July 2019. The incumbent will be supervised by the Health Manager of the Child Survival and Development Section in UNICEF and will work in support of the Directorate of National Institute against HIV/AIDS, Pediatric Hospital David Bernardino, and in close collaboration with UNFPA, WHO and Adolescent stakeholders at central and provincial levels.
  • This assignment will be home-based, with meetings at the UNICEF Angola Country Office and partners represented in Luanda, with two in-country travels (Benguela and Huila)

Outputs/Deliverables : 

  1. In consultation with Health Manager, develop a work plan outlining proposed methodology and timelines per the terms of reference, Home based, First Pay: 20% of total ;
  2. Conduct a literature review of literature on ALHIV programming in Africa and gather data for ALL-IN analysis, Summary report with findings of data and literature review, Home based ;
  3. Interview key informants and conduct field visits to two provinces outside Luanda, Interview/travel reports  – Huila and Benguela ;
  4. Draft summary report on ALHIV programmes, focusing on adolescent Self-Help Groups, including results, Strengths, gaps and challenges; key components of adolescent tailored HIV package and implementation considerations and recommendations for scale up. Draft report – Home- based ;
  5. Enter data set of the rapid assessment into the ALL-IN tool to generate the programme overview dashboard and analysis. ALL-IN overview dashboard. Home-based ;
  6. Present summary of ALHIV programmes (focus on adolescent Self-Help Groups) report and ALL-IN dashboard to key partners for feedback. Meeting facilitated ;
  7. Finalize summary reports and based on feedback received from reviewers. Final report. Home based Final pay: 80% of total .

 

To qualify as an advocate for every child you will have :

Education :

  • Master’s degree in relevant field (e.g. public health, social sciences etc.).

Work Experience :

  • At least 8 years’ experience working on HIV/AIDS, public health and/or adolescent programming, preferably in Angola ;
  • Experience in engaging and/or leading consultation with national authorities in documentation and reporting processes  ;
  • Experience developing reports, case-studies and policy briefs, for a range of audiences including practitioners in the field and policy makers, as well as quantitative and qualitive data assessment .

Language Proficiency :

  • Fluency in English (verbal and written) and in Portuguese required ;
  • Knowledge of another UN working language is an asset .
