Title : WASH Officer – Monitoring and Reporting

Level : P2

Location : Asmara with frequent travel to the field

Duration : 12 months

Reporting to : UNICEF WASH Manager

Introduction and rationale :

 Eritrea is situated in the Horn of Africa and comprises six regions, with a total of 2625 villages. The total population is 3.2 million (1,120,000 in urban and 2,080,000 in rural), infant mortality/1000 live birth is 34, under 5 mortality /1000 live birth and life expectancy at birth is 64 (HMIS, 2016)[1]. Eritrea is one of the seven African countries among the 10 most at risk of climate change globally (EIU, 2017). The country experiences recurrent droughts and variable weather conditions, which are some of the major underlying causes of vulnerability (such as chronic water shortages) for 70-80 percent of the population.

As per the 2015 JMP, 53% of the rural population has access to basic water supply compared to 66.27% access for the urban population, giving a total figure of 58% access across the country. Only 43% of the population have access to limited water supply, and 16% have access to the unimproved water supply. 11% of the total population have access to basic sanitation services, 76% of the population practiced open defection. Since the implementation of the CLTS approach began in 2008, a total of 924 villages (with about 900,000 people) from approximately 2,625 villages in Eritrea have been declared ODF. Thus, almost 30% of the rural population of Eritrea have gained access to basic sanitation.

 For institutional WASH, there is a need for better assessment of the WASH situation.Currently, the Health Management Information Systems do not include data on the status of WASH facilities in health centers, and the Education Management Information Systems has limited information on WASH in schools like availability of water supply and latrines for boys and girls.

As of the 2017 to 2021 SPCF. UNICEF has been working with Ministry of Health, Ministry of Land Water and Environment and Ministry of Education to develop One WASH strategy and Investment plan which is aligned with the SDGs to address urban and rural water disparities in sanitation access and seek to strengthen Sanitation and Water All Sector (SWA) framework. One of the main challenges from the WASH bottleneck analysis is weak monitoring, reporting, and evidence generation.

Purpose :

To support the UNICEF WASH Team in programme planning, monitoring, evaluation, and information management to ensure the sustainability of interventions.

Scope of work :

  1. Support WASH integrated programme planning, monitoring, and evaluation of activities within the country office. Support to conduct and strengthen the capacity of partners to conduct WASH inventory, baseline, midline, and end line surveys ;
  2. Provide Information Management (IM) support to the monitoring of programme activities through collection and collation of programme data and support government partners to manage data. IM capacities of Country Office staff and national partners are strengthened ;
  3. Develop maps to identify coverage and gaps to help prioritize Programme interventions; infographics for visualizing data and information, a dashboard for real-time monitoring; and related communications tools/products using ArcGIS, Power BI, and Adobe Illustrator ;
  4. Provide technical support in strengthening the sustainability of rural water supply systems and rural sanitation programming in Eritrea. This would include field monitoring visits, identifying and applying best practice from other regions and countries and supporting the implementation of activities ;
  5. Monitor WASH program performance and systematically collect data for key indicators of the Annual Management Plan, Result Assessment Matrix and management reports, analyze and make available to Programme Management Committee and the Country Management Team ;
  6. Document the community participation, best practices, innovation and ownership in relation to WASH services and facilities which add value to WASH Section program monitoring and reporting, communication, and resource mobilization strategies ;
  7. Support the WASH management team to develop National WASH strategies, roadmaps, investment plans, and various resource mobilization documents .

 

Methodology :

The individual shall work as a member of UNICEF Eritrea WASH Team, and in close collaboration with UNICEF Regional Office and Headquarters teams as required.The individual will work closing with implementing partners and shall conduct regular field and monitoring visits.

 

Key Competencies, Technical Background, and Experience required :

  • An advanced university degree in subjects/ areas of WASH e.g. Health Promotion or Education, Disaster Risk Management, Water and Sanitary Engineering, Public Health Engineering, Environmental Health ;
  • A minimum of 2 work experience especially in water supply, sanitation, and hygiene experience ;
  • Demonstrated experience in  developing and managing databases, especially for WASH ;
  • Demonstrated experience in drafting the quality  report, proposals, the concept  for WASH programming ;
  • Experience in developing knowledge management products showcasing best practices and lesson learned for dissemination to stakeholders ;
  • A minimum of 1 years emergency experience would be an asset ;
  • A minimum of 1 years experience with either the UN and/or NGO would be an asset ;
  • Fluency in English and local language is required .
