Organizational Context:
Under the supervision of the Deputy Representative, the post contributes to the programme planning, monitoring and evaluation function (PME) of Egypt country programme. The post provides professional technical, operational and administrative assistance throughout the planning, implementation and monitoring of the Country Programme.
Purpose of the Job:
Growing inequality, violence, and lack of access to quality education are a major threat to political stability, social cohesion, and the realization of children’s rights in Egypt. Nowhere has the relationship between inequality and unrest been more evident in recent years than the Sinai Peninsula.
UNICEF Egypt recently signed an agreement with the United Kingdom to strengthen social cohesion through education and protection services. By improving the quality of basic education services through curriculum reform, teacher training and support to schools, UNICEF proposes to equip students with life and citizenship skills, and engage with communities through the activation of community networks such as Parent Teacher Associations (PTAs). Addressing some of the core drivers of the unrest – namely civic disengagement, marginalization and inequality – UNICEF will ensure that marginalized communities have their specific education needs addressed.
The project will run for three years and requires frequent communication with the donor to ensure effective monitoring and reporting of results, as well as provision of detailed financial reporting and expenditure forecasting.
Under the overall guidance and supervision of the Project Manager, and in close collaboration with the Reports Specialist and programme sections, the Programme Specialist will support/be responsible for all donor reporting regarding this project, ensuring that quarterly reports are submitted on time and with quality assurance.
III. Key function, accountabilities and related duties/tasks
Summary of key functions/accountabilities
- Planning and project monitoring
Monitor and verify the appropriate use of project resources (financial, administrative and other assets) to ensure compliance with the project objectives, organizational rules, regulations/procedures and donor commitments.
Monitor value for money (VfM) against the established indicators.
Monitor and update risk matrix according to operational context.
Monitor achievement of results against targets and adjust the project as necessary in accordance with the latest needs and situation analysis.
Identify challenges and lessons learned.
Maintain all project data and develop information management system
- Coordination
Under the guidance of representative and deputy representative coordinate with government office of Sinai and other key officials and keep the section chiefs and other technical staff informed on issues related to them.
Work as a secretariat for Sinai Programme taskforce
Organize, review and coordinate meeting with Government staff in Sinai, prepare agenda of the meeting, ensure logistical arrangement and prepare meeting minutes
- Reporting
Responsible for compiling, verifying and submitting all quarterly reports (financial and narrative) to the donor.
Monitor and contribute to the updating and maintenance of information on donor and programme reporting requirements. Ensure section heads and relevant colleagues are updated on these requirements and follow up as required.
Design and deliver briefing notes for senior management when necessary. Provide inputs for background and briefing notes to management and colleagues as necessary
IV. Impact of Results
The position will ensure effective communication with the relevant government officials and donors on the project, helping to manage donor relations and ultimately secure future funding for the country programme and achievement of program results.

VI. Recruitment Qualifications
Education: Advanced university degree in social sciences, business administration, public policy, journalism or a related science relevant to the work of UNICEF. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
1.Minimum Five years of professional work experience at the national level in the field of development and/or emergency programming with demonstrated experience in reporting (both narrative and financial), fundraising, monitoring of programme implementation, and/or communication.
2.Experience of managing or reporting on UK contributions is desirable.
3.Ability to work a wide range of stakeholders; strong networking and partnership skills; good analytical, negotiating, communication and advocacy skills.
Language Requirement:
Fluency in spoken and written English. Strong writing and editing skills including knowledge and experience in writing for UNICEF and demonstrated experience in drafting reports. Knowledge of an additional UN language (Arabic) is considered an asset.
