Under the guidance of the Field Operations Specialist and in close consultation with the Chief of Child Protection, the role of the Child Protection in Emergencies Specialist is to lead the implementation of UNICEF’s child protection emergency response in the SW and NW regions.

 

How can you make a difference?

Strategic advice and program management

•  Lead and provide technical support to conduct Child Protection Assessments and Situation Monitoring in the South West and North West regions;
• Monitor the trends and emerging evidence of child protection concerns and the response by actors, and analyze this information to advise the office on the child protection response;
• Propose strategic and operational guidance to the Field Operations and Child Protection sections to enhance the UNICEF emergency response in the South West and North West regions;
• Monitor the Child Protection response, keep track of key indicators (e.g. Humanitarian Performance Monitoring – HPM indicators) and provide timely and accurate information to the Field Operations and Child Protection sections;
• Increase access to financial resources available for the child protection emergency response through coordination with Field Operations and Emergencies, Child Protection Sections, other UNICEF established humanitarian funding mechanisms, and by pursuing new opportunities, as appropriate;
• Periodically review and update the Child Protection Strategy for North West and South West regions.

Manage Child Protection Partnerships:

• Ensure that Partnership Cooperation Agreements (PCAs) Short Scale Funding Agreements (SSFAs) are developed, reviewed, finalized and followed up (including budget and expenditure monitoring);
• Supervise and monitor the timely implementation of UNICEF funded child protection programmes, ensuring quality and timeliness of reporting and financial management processes;
• Support the implementation of the Child Protection Strategy for SW and NW regions, including the identification of partners and mechanisms to strengthen UNICEF’s partnerships for Child Protection;
• Identify capacity needs for UNICEF Child Protection Partners and other Child Protection agencies engaged in the Child Protection response in NW&SW regions and develop appropriate capacity development activities.

Coordination (internal and external coordination):

•  Participate in UNICEF technical coordination meetings at the centralized (Yaounde, when applicable) and decentralized levels (South West and North West regions, when applicable);
• Ensure that key information (e.g. strategic and emerging issues, needs) is shared on a timely and concise manners with the Field Operations and Child Protection Sections, as well as with all other relevant sections (e.g. Education, Health, WASH, C4D etc);
• Participate and represent UNICEF in the decentralized coordination Child Coordination fora if applicable (e.g. governmental fora, Child Protection working group meetings, GBV Sub-Working Groups, OCHA meetings);
• Lead (if applicable) the regional Child Protection coordination forum in the South West and North West to ensure that child protection interventions are prioritized in the overall emergency response in accordance with agreed minimum standards;
• In accordance with humanitarian principles and UNICEF’s mandate, ensure that Child Protection programs and positions are well known by all the stakeholders in the South West and North West regions.

Field support (capacity building, support implementation of strategies, reporting)

•  Supervise and provide technical support the child protection staff hired to work on the SW and NW regions Child Protection response;
• Identify core Child Protection advocacy concerns and share them with the Field Operations and Child Protection Sections;

• Cultivate opportunities to work with other sectors to strengthen overall protection for children and women by integrating child protection activities with other sectors;
• Ensure that child protection concerns and UNICEF’s response thereto are reflected in all UNICEF and inter-agency planning and reporting processes.
• Carry out other relevant duties that may be assigned by the Field Operations Department generally and in response to unforeseen emergencies.

 

To qualify as an advocate for every child you will have…

• Master’s degree in social science, social work, social development, child development or related field or minimum of eight years of relevant experience, preferably with UN or NGOs at national or international level.
  *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• Minimum of five years’experience in child protection programming, with at least two years focused on child protection in emergencies.
• Experience in developing and implementing systems of identification, documentation, tracing and reunification of unaccompanied and separated children in active conflict including alternative care, experience in working with children associated with armed groups and forcers, experiences in risk education, structured psychosocial support, case management, Gender- based Violence programming, and technical capacity building on child protection in emergencies.
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in English (verbal and written). French language is an added advantage.
