I.  Position Information

II. Organizational Context/ Background

Under the overall guidance and supervision of the Crime Prevention and Criminal Justice Officer heading the Trafficking in Persons and Smuggling of Migrants Unit, located at the UNODC Regional Office for West and Central Africa in Dakar, Senegal, the National Project Officer will provide substantive and administrative support to the project aiming at “Strengthening the capacities of West African states to develop a human rights-based response to smuggling of migrants and to effectively respond to human rights violations related to irregular migration” (PROMIS Project – XAWW36).

The National Project Officer will be responsible for innovate project development; design project technical assistance activities and promote organization’s capacity as a reliable partner with national counterparts.  Ensure coordination of sectoral activities with broader country programme.  Advocate on behalf of organization’s goals.

Duties and Responsibilities

III. Functions / Key Results 

Summary of key functions :

  1. Provides well-researched and sound analysis and advice on crime prevention and criminal justice related developments, in the specific area of smuggling of migrants, with special focus on law enforcement and prosecution/criminal justice; 
  2. Effectively implements and supports programme activities in The Gambia; 
  3. Provides effective substantive and technical assistance and training for crime prevention and criminal justice administrators;
  4. Ensures facilitation of knowledge building and knowledge sharing 

Provides well-researched and sound analysis and advice on crime prevention and criminal justice related developments, in the specific area of smuggling of migrants, with special focus on law enforcement and prosecution/criminal justice.

  • Promote the work of UNODC against smuggling of migrants and trafficking in persons in
  • West Africa within the overall framework of the Protocol against the Smuggling of Migrants by Land, Sea and Air and the Protocol to Prevent, Suppress and Punish
  • Trafficking in Persons, Especially Women and Children supplementing the United Nations Convention against Transnational Organized Crime;
  • Support the implementation of UNODC’s Regional Strategy for Combating Trafficking in Persons and Smuggling of Migrants in West and Central Africa, and support efforts to mobilize resources based on the strategy, in collaboration with relevant partners;
  • Provide technical expertise and logistical support to design and implement the project activities in The Gambia in consultation with national counterparts, including the collection and compilation of relevant background data and information and logistical organization of activities foreseen as part of the project;
  • Undertake associated desk research and assessment missions;

Effectively implements and supports programme activities in The Gambia :

  • Function as the main focal point for all actions implemented in The Gambia under the PROMIS project.
  • Participate in the development, implementation and evaluation of the PROMIS project at large, and of the activities in The Gambia specifically ;
  • Contribute to activities related to project management (submission of progress reports, financial statements, etc.) and prepare related documents (workplan, activity budgets, etc.) ;
  • Monitor and analyse project development; identify challenges, opportunities, priorities and issues to be addressed for the development and implementation of the project and propose corrective actions ;
  • Participate in and coordinate meetings and discussions with bilateral partners ;
  • Assist with other UNODC led activities in The Gambia and support the expansion of UNODC ROSEN portfolio in the country, for example, by arranging assistance delivery and procurement in line with UN rules and regulations.

Provides effective substantive and technical assistance and training for crime prevention and criminal justice administrators :

  • Facilitate and provide legislative support, training and other capacity-building assistance for criminal justice actors, including the development of related technical material.
  • Undertake negotiations, advocacy and consultations on anti-smuggling issues, especially those concerning criminal justice, with relevant national counterparts, international bodies and organizations and NGOs;
  • Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, web stories, etc;
  • Prepare technical presentations on the project at related national/regional events, as required;
  • Design, prepare and/or facilitate standardized training materials, as an ongoing task; contribute to updating, by reviewing and revising, relevant UNODC training and capacity building tools; promote their use and application by respective target groups; compile information on best practices in the response to smuggling of migrants.

Ensures facilitation of knowledge building and knowledge sharing 

  • Liaises effectively and in a timely manner and interacts with colleagues and concerned parties internally and externally, including counterparts, officers and technical staff in relevant Secretariat units and UN funds, programmes and other UN specialized agencies ; senior level officers in national governments, international organizations, consultants ;
  • Review national press outlets and share information about smuggling of migrants ;
  • Contribute to a culture of knowledge building and knowledge sharing ;
  • Effectively disseminate best practices and methodologies.

Required Skills and Experience

Recruitment Qualifications :

Education :

  • Advanced university degree (Master’s degree or DEA or DESS) or equivalent in criminal law, criminology, social science, international relations, political science, law, or public administration ;
  • A first-level university degree (Bachelor/License) in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience :

  • A minimum of two years of relevant professional experience in crime prevention, criminal justice and/or migration issues at national and/or international level is required.
  • Direct experience on smuggling of migrants/ migration or trafficking in persons is desirable.
  • Familiarity with project formulation, implementation and monitoring, and exposure to international development cooperation is highly desirable.

Language Requirements :

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of another UN official language is an advantage.
