Context :

UNDP Liberia is committed to long term, sustainable support to democratic development in Liberia through the electoral cycle, including support to key democratic institutions and processes, these include the National Elections Commission (NEC) in their responsibilities to plan for, organize and carry out elections based on the national electoral cycle.

The UNDP election project overall goal is to enhance democracy in Liberia through improved electoral institutions and processes. The project’s key objective is to continue strengthening the capacity of NEC to undertake institutional and legislative reforms and execute the necessary measures to ensure that NEC, as the electoral management body has the ability to preside over and deliver free, fair and credible elections for Liberia.

The Communication department of the National Election Commission plays a vital role in the management and dissemination of electoral information. Currently the department is required to take on this very important task but requiring technical support to strengthen its capacity ahead of the upcoming senatorial elections in 2020 and the 2023 general elections. A need to improve NEC’s communication strategy was underlined in the 2017 elections observers’ recommendations. It was highlighted that the NEC should ensure that the public and political parties receive accurate and timely information on the work of the NEC at all stages of the electoral process. To this end the NEC should further develop its policy and strategy on external communications and public relation.

UNDP Liberia is hiring a communication consultant to provide technical support to the National Elections Commission of Liberia with the aim of strengthening capacity of the communication department ahead of the forthcoming elections.

Under the guidance and the direct supervision of the CTA, the consultant will support the National Elections Commission by providing the required technical supports that enable the department to fully discharge the duties and functions thereof. S/he will formulate and disseminate accurate and timely information as well as ensure maximum publicity of the electoral reform process.
