Overview :
1. Background :
UNDP is working with the Egyptian Environmental Affairs Agency on GEF project development to support transformation of Sharm El-Sheikh City into a green city. The overall project objective of the project will be to turn Sharm El Sheikh into a model integrated and ecologically sustainable tourism city of national and international importance through the adoption of further low-carbon technologies, good waste management practices and a further-enhanced protection of its natural capital. The project concept is based on a vision of the Green Sharm Initiative that the Government has developed for the city in 2010. This will be achieved through a holistic approach including four key components, namely: reduced carbon emissions, sustainable water supply, effective waste management and healthy biodiversity in particular coral reefs.
UNDP will recruit an international expert on climate change mitigation and GEF project development to prepare the project document and full proposal with all required annexes in time for submission.The project formulation expert is expected to have a strong climate change mitigation and energy background. Since it is a multi-disciplinary project, the project formulation expert will receive technical inputs from three International Consultants on biodiversity, waste management and environmental safeguards as well as a national consulting firm to support in collection of baseline data and identification of local context.
2. Objective :
The main objective of the consultancy is to lead the project preparation grant, provide CCM expertise and formulate and produce the full proposal package for the UNDP-GEF funding. The consultant is required to lead a team of international and national consultants, working closely with the Egyptian Environmental Affairs Agency (EEAA) to prepare all the documents that fully meets GEF funding criteria under the guidance and supervision of the UNDP.
Duration of the Contract :
50 days between 01 May 2019 and 28 February 2020.
Requirements for experience and qualifications :
Academic Qualifications:
Minimum of Master’s degree in energy, engineering, economics, development or related fields. Successful applicants are expected to possess more than one of the following areas of expertise on the ground and proven experience in the respective areas of specialization in addition to the minimum qualifications specified above.
Expérience :
- Minimum 7 years of professional experience in the field of sustainable energy and climate change mitigation, i.e. with projects and policies on renewable energy, energy efficiency and technology transfer. Preference will be given to candidates with experience in Arab States.
- Experience with policy or institutional development/implementation/reform, relating particularly to energy and infrastructure investment;
- Experience with energy project development including logframe with SMART indicators, work plan and budget formulation;
- Experience with sustainable cities theory and practice, and with assessing operations within sustainable city conceptual thinking would be welcome;
- Previous exposure to other technical areas of the project such as biodiversity, waste management and water conservation is an asset;
- Experience working with international organizations, including UNDP and GEF, is preferred.
Language requirementn :
- Fluent written and spoken English is essential;
- Arabic language is an advantage
Competencies :
- Proven ability to conduct detailed financial and technical analyses of project investments or activities, including calculation of estimated GHG reductions and cost-benefit analyses ;
- Proven ability to prepare Log Frame Analyses (LFAs) and project budgets ;
- Strong logical and analytical reporting and writing abilities ;
- Proven communication and leadership skills ;
- Demonstrated resource mobilization capacities ;
- Excellent team player with good interpersonal skills amongst diverse cultures and multi-disciplinary teams ;
- Ability to proceed plans and manage workloads with minimum supervision ;
- Experience working in Egypt is an asset; national knowledge is desirable ;
- Ability to conduct detailed quantitative GHG emission reduction calculations (direct and indirect) according to GEF policies and procedures ;
- Familiar with UNDP-GEF gender assessments and requirements ;
- Computer literate and acquainted with MS Windows and MS Office.

- Ability to establish and maintain good working relations with colleagues in multi-cultural environments ;
- Fulfills all obligations to gender sensitivity and zero tolerance for sexual harassment.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications: subject of email “GEF Project Development and Climate Change Mitigation Expert”
- Proposal;
(i) Explaining why they are the most suitable for the work
(ii) Provide a brief methodology on how they will approach and conduct the work (if applicable)
- Financial proposal, specifying all-inclusive daily professional fee. professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. Travel costs (official missions will be pre-approved by hiring unit and reimbursed according to UNDP rules and regulations).
- Personal History Form (P11 form[1]) include qualifications/competencies and relevant past experience in similar projects and contact details of 3 professional referees who can certify your competencies, professionalism, quality of presentation and overall suitability to this TOR.
- An Individual who is of 62 years of age or older, a full medical examination and statement of fitness to work must be provided.

5. Financial proposal :
- Contracts based on daily fee :
The financial proposal will specify the daily fee, travel expenses and per diems quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.
Travel costs (official missions will be pre-approved by hiring unit and reimbursed according to UNDP rules and regulations).
6. Evaluation :
Cumulative analysis :
Individual consultants will be evaluated based on the following methodology :
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as :
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
- Technical Criteria weight; [70%] ;
- Financial Criteria weight; [30%].
